This measure comes after two emblematic cases created strong reactions.

The first, Tiffany Scott, was accused of harassing a 13-year-old girl from her cell by sending her letters.

She got her next transfer to a women's prison.

The second, Isla Bryson, convicted of raping two women in 2016 and 2019 before she transitioned to womanhood, was first incarcerated in a women's prison before being transferred to a men's facility.

A bill blocked by London

Scottish Justice Minister Keith Brown nevertheless clarified that this decision is unrelated to the recent bill aimed at facilitating the recognition of gender change, without medical advice and from the age of 16.

This law had been passed by the Scottish Parliament, then blocked by London.

Explaining that he understood the emotion in public opinion, Keith Brown said he hoped that the measures announced "will

reassure as to the ability of the prison administration to [...] ensure the safety

" of all detainees.

We must not allow the idea that trans women pose an inherent threat to women.

It is predatory men who are a risk to women

,” he added.

"

Like any group in society, a small number of transgender women will commit offenses and be incarcerated

."

Transgender people make up 0.2% of Scotland's prison population.
