The Government squandered at least $40,000 million in misallocated social plans during 2022

2023-01-29T21:10:31.075Z

It is the calculation that arises after Tolosa Paz suspended 154,000 beneficiaries who received the Potenciar Trabajo and who did not validate their data in the recent Social Development audit.

More than $40,000 million would have been saved by the Government in 2022 if it had unsubscribed on time the

154,441 beneficiaries of social plans who did not re

-register and who last week decided to suspend the Minister of Social Development, Victoria Tolosa Paz.

Making a recalculation of the resigned funds during the past year, we arrive at

$41,825 million

that were paid to beneficiaries who ended up leaving the Potenciar Trabajo program in January, but who throughout 2022 received the full amount, equivalent to half a minimum wage and mobile.

Bearing in mind that the

Minimum Wage

evolved during the past year at the rate of inflation, its initial cost began at $33,000 in January, and ended December at $61,953.

In other words, in hand, a beneficiary of Potenciar Trabajo began 2022 collecting $16,500 and ended up taking $30,976, almost double, matched by the 94.8% inflation reported by INDEC in the last 12 months.

In between, there were ten months of the year where, based on meetings of the Salary Council, the SMVM varied.

In March it was updated to $38,940 ($19,470 for Potenciar Trabajo), in July it went to $42,240 ($21,120) and in October it was around $54,550 ($27,225).

If the beneficiaries that Tolosa Paz downloaded from the program are multiplied with what they received monthly throughout the year, the figure of $41.825 million will be reached only during 2022. In case these funds were received in 2021 and 2020, years in which the program was already in action, that figure would be further boosted.

Only in December

, the last month in which they received the corresponding average living and mobile minimum wage, these beneficiaries

represented an estimated expense for the State of $4,784 million

.

It should be remembered that the beneficiaries who have been suspended will continue to receive half of that moving average salary in the meantime.

That is, following the last December record, about $16,000 per month.

In his last press conference, Tolosa Paz said that

"154,441 people have not validated their identity

. "

“They are subject to the suspension of the Potenciar Trabajo program as of the January liquidation,” she confirmed.

Those beneficiaries who will be terminated for not having validated their identity will receive, as the last settlement, 50% of the amount of the Potenciar Trabajo corresponding to January and which will be paid on February 5.

The recent announcement of Tolosa Paz, when it canceled 154,441 social plans.

The AFIP audit that led to the suspension

The validation of data via the web that was carried out at the end of 2022 was the solution proposed by the Government after serious irregularities of thousands of beneficiaries, who had bought dollars or had goods that did not meet the requirements of the program, were revealed. .

These data, which came from the AFIP, had been requested by his predecessor Juan Zabaleta and generated a strong controversy months ago.

It happens that the left-wing social organizations demanded throughout last year - and it is expected that they will do so this year - the incorporation of new beneficiaries to the program, with repeated pickets in front of the doors of Social Development, with camps on July 9 included .

The irregularities raised also included at the time leaders of the Polo Obrero.

According to the deputy Gabriel Solano, the party kept 2% of the transfers to each beneficiary.

It is estimated that some 60,000 members of the PO receive the plan.

Potenciar Trabajo is one of the main state funds today.

It is in charge of the

leader of the Evita Movement Emilio Pérsico

, who is secretary of Social Economy.

Accused by the opposition of being "on both sides of the counter," Pérsico administered funds for $491.7 billion in 2022.

El Evita, the social organization he leads, has close to 150,000 plans.

The growth of the resources of the Enhancing Work fund was enormous, going from an initial $227,100 million to a final $491,700 million, more than 116%, which will be further enhanced this year, reaching $590,000 million, which will establishes as a floor, without contemplating the budget reallocations that are made.

Adding the $442,000 million that the Food Card will have as a budget, in charge of authorities from La Cámpora within Social Development, the Government will allocate more than $1 billion to social plans controlled by the organizations themselves throughout 2023.
