The People's Assembly, in its sixth session of the eighth regular session of the third legislative session, held today under the chairmanship of Speaker Hamouda Sabbagh, began discussing and approving the articles of the draft law that includes the amendment of Legislative Decree No. 44 of 2005 and its amendments related to stamp duty.

After reading the report of the Financial Laws Committee on the draft law, it was put forward for public deliberation, where a number of members saw that the amendments contribute to achieving justice between the tax administration and taxpayers, combating tax evasion and providing the necessary financial resources to provide services, indicating that work has been done through the committee’s meetings to adjust the burden Tax between taxpayers, reduce the most common stamp fees, and raise stamp fees for major taxpayers.

For his part, the Minister of Finance, Dr. Kinan Yaghi, stated that the draft law amending the stamp fee comes with the aim of “reducing the financial burdens on public sector establishments,” “imposing deterrent financial penalties on those who commit the crime of counterfeiting stamps,” and “reducing the difference between the cost of printing stamps and their price.” .

The Council approved by the majority Articles 1 to 7 of the draft law, which shows that if one of the public agencies is charged with stamp duty for its contracts, sukuk and papers whose amount is specified in foreign currencies, then the stamp fee incurred is collected in Syrian pounds, according to the exchange rates bulletin issued by the Central Bank of Syria. To collect taxes and fees at the date the fee is paid.

The articles indicate that the stamp fee may be paid by the affixing method, and the ceiling for the affixing amount is determined by a decision of the Minister of Finance.

The articles allow the taxpayer to whom the (warning) is addressed to object before the financial departments within 30 days from the date of notification of the warning, and the objection is submitted to the General Authority for Taxes and Fees, with a statement of the opinion of the financial departments on it, and it is decided upon by a committee headed by a judge with the rank of advisor named by the President of the State Council at the request of From the Minister of Finance.

The Council also referred the draft law that includes amending some articles of Law No. 2 of 2014 regulating the entry, exit, and residence of Arabs and foreigners to the Constitutional and Legislative Affairs Committee, to discuss its constitutional permissibility and prepare the necessary report on it.

The session, which was attended by the Minister of State for People's Assembly Affairs, Abdullah Abdullah, was adjourned to twelve o'clock on Monday.
