The second memorandum dealt with the issue of not handing over the bodies of prisoners who died inside the occupation prisons to their families in order to bury them according to religious and human faith, noting that this unprecedented violation in human history indicates that the occupation issues its unfair judgment on the Palestinian prisoner, dead and alive, and uses this heinous crime to impose Suffering for his family for life.
