Tackling despite the financial hole: CSU is pushing for the renovation of the warm pool

Miesbach – The Miesbacher Warmbad urgently needs a renovation.

But the city doesn't have the money.

Now the plan to spread the project over three years should still make the renovation possible.

Whether that will work remains to be seen.

The announcement made by Mayor Gerhard Braunmiller at the city council meeting last Thursday was clear: "At the moment, the financing of the entire conversion is not secured." He confirmed that he was in favor of the planned renovation, "but we have to see when".

The mayor opposed a motion by his parliamentary group.

The CSU had sent it in the morning before the meeting.

He plans to extend the project to three years in order to be able to pay for it.

This year, one million euros should be invested and the construction of the technology house should begin.

The amount had already been planned for 2022, but had not been spent and can now be used as a budget remainder.

The CSU proposal provides for a further two million euros for 2024 and another one million euros for 2025.

"This is not legally permissible," Braunmiller said about the application.

Since "no budget that can be approved" is to be expected, no tenders can be made, said Braunmiller and refused approval.

He advocated only carrying out minor repairs and continuing to operate the pool in the summer.

The Greens then approved the CSU application, albeit with one restriction.

If the tender is linked to the budget approval instead of calendar week ten, "we can go with the CSU," said Astrid Güldner.

She wanted to "commit to priorities and fight for the warm bath" with her parliamentary group.

Paul Fertl (SPD) was far less confident.

Even without the one million for the bathroom, the city will probably not have a budget that can be approved, estimates Fertl.

"The city lives beyond its means," he emphasized.

Fertl called for the household to be drawn up first and then to be looked at further.

"You can't hide the finances," Michael Lechner (FWG) showed no understanding of the CSU application.

"This is a call for grossly negligent action," he complained, speaking of "hara-kiri at the municipal level".

As reported, the county seat is heading for a record debt of over 40 million euros.

A transfer from the administrative budget to the property budget is not possible and therefore the city is not able to perform over the long term.

That means the city isn't making enough money to pay its interest.

The consequence is that the supervisory authority would not approve further borrowing.

Nevertheless, "now is the time to tackle it," says Erhard Pohl (CSU).

The bathing officer believes "it can work over sections".

His parliamentary colleague Stefan Griesbeck confirmed: "We don't have the time to postpone it again." At the end of 2024, a funding program from the Free State, from which the city hopes to receive grants, will end.

Franz Mayer (CSU) recalled planned and unsuccessful property sales in previous years, which were practically available as a reserve.

"We have that in the back of our minds," said Mayer.

So now it will depend on whether the city manages to save enough elsewhere and set up a budget of one million euros for the Warmbad.

The new decision does not change that, although it gives the project new impetus.

The refurbishment has been postponed for many years - always because of other expensive projects.

Last year, voices were raised in the city council that it was more honest to say that Miesbach could not afford the renovation.

"But I don't think we all want that," said Pohl last Thursday.

"Nobody can imagine the district town without this outdoor pool," said Güldner.

The city council decision (against six votes) now provides for the renovation to be extended until 2025.

In addition, the committee decided, against four votes, to tender the first sub-trades as soon as the budgetary approval was granted.

The committee agreed that the administration should examine all funding opportunities.

The city council also unanimously agreed with Markus Seemüller's (FWG) addition that the city should try to find partners for cooperation.

He has the Stadtwerke München in mind, which is out of the question for many councillors, as quickly became clear.
