This is a novelty for the finances of the city of Nantes.

In 2023, the local authority will adopt a "climate budget" and experiment with a gender-sensitive budget.

A name that can be confusing.

In fact, these are not specific budget envelopes dedicated to these issues, which supplement the traditional budget.

The latter remains unique.

“These are rather analysis grids and repositories that allow us to better assess our choices in terms of expenditure and investment”

, deciphers Pascal Bolo, the assistant delegate for finance.

The mayor of Nantes, Johanna Rolland, for her part, evokes new

“reading grids”

allowing

“another way of steering”

public spending.

She assures that this double action will

"be long-term"

and that

"assessments"

will be made on a regular basis to assess developments.

A "green budget"

As for the “climate budget”, also referred to as the

“green budget”

by elected officials, the idea is to check that the city's financial choices are in line with the objectives set for ecological transition.

“It allows us to analyze what we are doing and what we are going to do.

It's both a photo of the moment and a trajectory”

, adds Hélène Naulin, delegate for foresight and resilience.

As for the current situation,

“the results are quite good”

while for capital expenditure,

“the figures are more mixed”

in his words.

Initially, the town hall will focus on its climate-related expenditure (low carbon content and adaptation to climate change).

In the future, it plans to add issues related to biodiversity, health and food to its analysis grids.

Nantes is not a pioneer in this area.

“There are already four or five major cities in France that have taken this step, notably Strasbourg, Paris or Lille.

Our goal is to study our margins of progress”

, mentions Hélène Naulin.

“Not neutral” public finances

Still on the financial side, the municipality - which has set itself the goal of making Nantes the first gender-neutral city in France within 10 years - is also launching the gender-sensitive budget experiment.

This time, the challenge is to analyze the impact of the local authority's budgetary choices in the fight against gender inequalities.

Public finances are not neutral.

All decisions have an impact.

Our goal is to check that these do not produce inequalities”

, indicates Mahaut Bertu, assistant for equality, the non-sexist city and the fight against discrimination.

A school named after Claire Bretécher

In its desire "

to feminize the names of streets and facilities and thus make women more visible in the public space",

the city of Nantes had launched a consultation with students and residents to name the future Doulon school. -Gohards.

It was the designer Claire Bretécher, born in Nantes, who won the vote with 742 votes in her favor out of all 1788 votes cast.

For 2023, the city will analyze three schemes that it finances.

First there is the Music Conservatory.

"In France, there is only one percent of female composers and 4% of female conductors

," takes the elected official as an example.

The second will be the Les Scènes vagabondes festival.

Finally, in the field of social life, aid schemes for projects and citizen initiatives will be scrutinized.

"Studies have shown that women submitted fewer projects, requested less money and that their proposals were less often chosen by the inhabitants"

, explains Mahaut Bertu.

In view of the results it will observe, the city of Nantes says it wants

"research and invent solutions to allow real and concrete equality between women and men"

.
