According to the indictment, filed by the claims unit of the Rehovot branch, the complainant was driving a bus belonging to the "Kim" company, when he reached the last stop, and stopped the bus to allow the passengers to get off, the accused emerged into the station with her vehicle and stopped at the place designated for bus stops only, and in the manner which was to prevent him from dropping off passengers and continuing his journey.

The driver grabbed the security guard in his hands, trying to protect himself and asked her to leave him, but she continued to hold him even after she fell to the floor.

After he was unable to free himself from her he sat on her to try to free himself from her grip, but without success.

Also, the driver accidentally pulled the inspector's hair, and she bit his hand in response.

In the process, the inspector shouted to her family members who live near the station, to help her, her brother and another person arrived at the scene and then her brother kicked the driver in the leg.

On the other hand, the 27-year-old inspector who works at the Rehovot municipality said that because she was stressed by the loud knocks on her vehicle and the possibility that the photos would affect her work at the municipality, she took out her phone to take a picture of the bus driver and he slapped her hand away, so she lashed out at him violently and a fight ensued between them.

The representative of the claims unit of the central district, said that the phenomenon of violence on the roads should be eradicated and the accused should be sentenced to prison for the purpose of deterring the individual and the many.

She also stated that the accused is a municipal inspector by profession, who stopped her car in a prohibited place, obstructed traffic, cursed and attacked the complainant, a bus driver, only because he warned her.

The defense attorney requested, on the other hand, to overturn the probationary conviction because the part of the driver is active and central and argued that the accuser's refusal to file an indictment against him constitutes selective enforcement and justifies a considerable reduction in the punishment.

Judge Zohar Divon Segal stated in her decision that many cases of violence occur on the transport routes and the current case is not an exception.

"The roads are saturated with violence, wild driving on the roadways, verbal violence, cursing, obscene movements and threatening behavior, physical violence, beatings, kicking and slapping, punctured wheels, breaking mirrors and shattering windshields. Every day we witness another case of violence... event after event and the trend is worsening It would not be an exaggeration to say that the wave of violence that causes damage to property and body, and puts all road users at risk, has recently reached an unprecedented peak. The phenomenon is alarming and disturbing and damages the sense of personal security in the public space."

Judge Divon Segal referred to the work of the woman who was prosecuted as a parking inspector.

"When the accused is a public servant serving in a position whose main purpose is law enforcement, it is many times more serious. The position of a parking inspector in the municipality entrusted with law enforcement imposes both rights and duties. The first and basic duty of a public servant is to behave with purity of character and clean hands within the framework of his public service as well as within the framework of his private life, Certainly when he is still wearing the uniform associated with public work. Without complying with this obligation applied to the public servant, the moral foundation on which the public service is built is undermined and with it the public's trust is damaged. Municipal employees in general should serve as an example and role model even after working hours and in particular when there is a clear affinity to the essence of the job, As in our case," said the judge.
