A bill submitted by Knesset member Simcha Rothman seeks to limit the right to strike for workers in essential services.

According to the bill, the Histadrut and the workers' unions must first try to settle the dispute by contacting a mediator appointed by the Minister of Labor or the chairman of the National Economic Council.

The proposal gives the Knesset the possibility to order a strike to be suspended for 30 days, until the arbitration decision, and even to stop the strike completely - in circumstances where there is a special interest, an unusual economic injury, a significant disruption to the normal course of the public's life or a danger to the public's peace.

The bill seeks to establish in addition that a sympathy strike, which deals with a conflict that has nothing to do with the striker's workplace, will be considered an unprotected strike.
