A cure for the scourge of the floods is being advanced: Ness Ziona's model is proving itself - voila! native

The climatic changes also affect us: extreme rain events that were rare, become common. The drainage systems can no longer withstand the load and the result - more and more streets are flooded.


How did Nes Ziona turn from a city dealing with severe flooding to one that mayors come to learn from on the subject?

Mayor Shmuel Boxer developed a unique model that includes forecasting, building infrastructure and reservoirs and using advanced technologies.



In November 2020, Ness Ziona faced an extreme rain event: in one hour, 52 mm of rain fell on the city, the drainage system collapsed and houses were flooded. Ness Ziona underwent a turnaround in dealing with flooding within two years.


For example, in December 2022, in 48 hours, 150 mm, while the monthly average for this month in the last 30 years is only 120 mm. However, in this event, not a single house was flooded in the city.

: "In order to prevent flooding as we knew in the past - we need to be active and deal with several fronts at the same time: building a unique innovative model, alongside the construction of 4 smart retention reservoirs, purchasing a climate forecasting system specific to Ness Ziona and of course improving the readiness of the municipal drainage system. Thanks to the combination of all These factors have led us to a situation where Ness Ziona is used as a model in everything to do with dealing with the effects of flooding."

"The solution is to build regional retention lakes that know how to absorb water at a given time, and divert the amount that is discharged during a rain event back into the drainage system," explains

the CEO of Nes Ziona Municipality, attorney Dafna Kiro Cohen

Topographically, Nes Ziona is located lower than its neighbors - Rishon Lezion, Beer Ya'akov and Rehovot, and therefore also receives all their rainwater.

These cities continue to develop and reduce their seepage areas, but it seems that there are no minimal drainage solutions."



After the events of November 2020, the Ness Ziona municipality allocated resources and built a unique urban model for flood prevention that knew how to deal with heavy rain events and provide solutions. This model even won the innovation award of The local government for 2022.

The reservoirs are smart reservoirs, the ones that know how to regulate the entry and exit of water as needed and leave them empty until the rain comes.

The municipality says that it is the efficient operation of these reservoirs that has prevented significant flooding in the past two years.



In terms of technology, the city purchased a climate forecasting system specific to Ness Ziona that knows how to predict the amount of rain that will fall at a certain time in the city and its surroundings.

Attorney Kiro Cohen: "This intelligence information is critical to our assessments, to the level of preparedness required, the early assessments and the deployment of forces in the field - as needed.

The climate emergency requires intelligence information, in order to have one we built a system that knows how to connect everything." This system includes stations for measuring rainwater in the city and neighboring cities, monitoring stations and water level sensors, cameras for real-time control, reference scenarios for different types of situations along with the accompaniment of a climate consultant .



The municipality's employees improved the readiness of the drainage system and used an underground robot for this purpose, spreading cages to ensure water flow to the drainage openings and storm equipment that included pumps and engineering tools.

"I can guarantee one thing," concludes attorney Kiro Cohen. "Nes Ziona Municipality is doing everything a local authority can do, and even more, to protect the residents and the city from unusual rain events."
