Between the “Estrosistes” and “Ciottistes” clans, quarrels abound.

Even when it comes to a garden.

That known as the "Bois de Boulogne", in the Moulins district, is a long-standing dispute.

It opposes the city of Nice and the departmental council of the Alpes-Maritimes, chaired by Charles-Ange Ginésy, a close friend of Éric Ciotti.

Since 1982, the department has owned this 15,000 m2 park, very close to the administrative center to the west of the city.

She left it for free in management at the town hall.

But everything came to a standstill in the summer of 2021. Since then, the garden has been closed and the conflict open.

At the level of the gate, two signs from the department now indicate security work and that the area is under video protection.

But

"nothing has progressed"

, according to a local resident, despite the 200,000 euros of work promised.

Angle of attack all found for the municipality of Nice.

Monique Bailet, deputy mayor, sharpened her banderilla to sting the department and its president in early January.

And thus relaunch hostilities.

"Charles-Ange Ginésy must confuse security and privatization

," she says.

I ask him to find his way back to his senses and return this equipment to the families of this neighborhood again.”

Illegal occupations

At the origin of its closure, many illegal gatherings, clandestine night parties or even wild barbecues, especially on weekends.

"Weird dating"

, blow the city and the department.

A poster dated July 31, 2021 announced an “afro fusion” and techno night until the early morning.

“It was Cape Verdeans and North Africans who often occupied the premises

,” recalls a resident of Les Moulins.

Prostitution would also have developed there.

The inhabitants had reported these incidents to the authorities, polluting the life of this popular district.

But these have returned in turn for several months the responsibilities.

The city accusing the department, the department accusing the city, all against a background of enmity between the faithful of Christian Estrosi and those of Éric Ciotti.

To settle their accounts, Anthony Borré, the first deputy of the town hall of Nice, and Grégory Delafosse, chief of staff to the president of the department, had not found a better place than Twitter.

“What a funny idea: to own and have no responsibility for anything.

Once again we will not leave the people of Nice, who deserve better than this type of exchange, unanswered in the face of this disengagement”

, had tapped the elected municipal official.

On February 24, 2022, the city thus terminated the agreement to manage the park.

The departmental council had committed itself from 2021 to

“upgrading public lighting, repairing fences, installing anti-intrusion cameras, restoring automatic watering and setting up access control and a turnstile at the south entrance

.

"No one wants to take care of it anymore

," laments Rosario Lo Cicero, president of the association for the defense of the Moulins district.

It needs to be brought up to standard!”

Monique Bailet's statement is that of an arsonist firefighter

The Alpes-Maritimes department

After Monique Bailet's attack in early January, the county council issued a press release, in the same tone, introducing that his

"declaration is that of an arsonist firefighter"

.

The department recalls in its defense the

"unilateral"

decision of the town hall to abandon the management of the park and explains that

"the city of Nice was responsible for the management and maintenance of the premises as well as secure access via the exercise of the mayor's police powers"

.

After this call to Monique Bailet

“to review the consistency of her remarks”

, the department announces

“to work on a landscaping and environmental rehabilitation program with a view to making available to students from the surrounding neighborhoods.

The details of these arrangements will be communicated in due course.”

The park remains closed to this day and the quarrel well confirmed.
