Urban land depends on building reuse rate
The government announced 3 simple public housing land in the urban area, namely about 2,300 units on Choi Hing Road, Ngau Tau Kok, about 1,600 units on Sheung On Street/Cheung Ping Street, Chai Wan, and about 10,700 units on World Fortune Road, Kai Tak.
Tian Beichen supports the former two. As for the more controversial Kai Tak site, he believes that the government should clarify how many buildings will be useful in the future and how much the residual value is. If the ratio is high, it is worthy of support.
He is more worried about the remaining five New Territories sites, including one in Yuen Long, two in Tuen Mun, one in Sheung Shui and one in Siu Lam.

Tongxin Village has not been fully occupied since last May
The reason for worry is that we can learn from the past. The transitional housing project in Tongxin Village, Yuen Long, with a total of 1,800 units, was occupied in May last year. So far, only about 1,100 households have moved in, of which 700 are people who are eligible to wait for public housing. 400 households are people in need recognized by NGOs.
Tian Beichen said that Tongxin Village is a 10-minute walk to Yuen Long West Rail Station and large shopping malls. It is a "bamboo shoot" for transitional housing, but the occupancy rate is still not ideal. It’s not hard to imagine how difficult it would be.”
Tian Beichen pointed out that the government wants to explain the fate of Tongxin Village and why the occupancy rate has remained low in the past year. If the answer is not convincing, "I can't possibly support the 10,000 units in the New Territories."
