Yesterday (Tuesday) it was announced in Qatar that anyone who holds an entry card from the World Cup period will be allowed to enter the country until the end of 2023. After a check by "Israel Today" today with the Ministry of Foreign Affairs, it appears that the matter also applies to Israelis who hold the permit.
The Foreign Ministry made sure to mention that Israel has no relations with Qatar and even asked to seriously consider a trip there.
Qatar is not the only country that Israel does not have diplomatic relations with, there are still a significant number of countries that many Israelis go to even though they do not have an Israeli representation or we have diplomatic relations with them.
Despite the difficulty in providing service to the Israeli passenger, in 2015 an agreement was signed between Israel and Germany that many of us are not familiar with - in all those countries where Israel is not located, the German embassy will provide consular services to those Israelis who need them.
How It Works?
The German embassy will of course not be able to provide the same response as the Israeli embassy, but in cases of need and in exceptional situations, the person who will be a substitute for the Israeli embassy and try to provide a response as much as possible is the German embassy in that country. If you are supposed to visit one of those countries, it is very important that you know this.

There is a long list of countries to which Israelis arrive with foreign passports.
Among the more visited countries: Cuba, Indonesia (mainly Bali), the Maldives and now even Qatar.
There are quite a few other countries with which Israel has no relations, but few if any Israelis visit them (North Korea, Iran, Syria, etc.)
The agreement is part of the intensive activity of the Ministry of Foreign Affairs to enable the provision of a response to Israel all over the world and as evidence, not long ago the German embassy in Mali helped the Israelis caught up in an attack there.
This is not a single case, the cooperation between the Germans and the Israeli Foreign Ministry has proven itself in quite a few cases in recent times.
