Beginning on the 8th, middle school students will be covered first, and by February 22, it will be extended to primary school students, kindergartens and special schools.

Chen Guoji explained that the stages are based on the cross-border needs of students of different ages such as self-care ability, customs clearance convenience, and school bus services. The Education Bureau will continue to contact relevant departments, academic circles, and school buses to provide support.

Cai Ruolian, Secretary of the Education Bureau, said that considering the early stage of full customs clearance with the mainland, the immigration control points may be relatively busy, and it is also necessary to cooperate with the resumption of classes in primary and secondary schools and kindergartens in Hong Kong. Therefore, it is arranged to resume the return of cross-border students to Hong Kong in two stages, including February 8. Arrangements will be made for cross-boundary secondary school students to return to Hong Kong in advance, while primary schools, kindergartens and special schools will return to Hong Kong from February 22.

She said that enough time has been set aside for the school and students to prepare, including getting their documents ready. The bureau has notified the school to the relevant parents to choose the crossing point and to reserve time, and has reminded the students to update their documents.

She said that currently cross-border students can apply for the return permit for the school in need through the school. The Immigration Department will process it as soon as possible, and the relevant departments will also process the application for school bus service as soon as possible.

Cai Ruolian continued that cross-border students need time to adapt when returning to school. The school has reminded the school to pay attention to the psychological and social conditions of the students, and arrange school activities appropriately. The Bureau will continue to contact the school to provide relevant support.
