"It takes a village to raise a child"
, says an African proverb.
The idea is key in many ways.
The
diversity of looks, tastes and opinions always enriches,
like sociability, company and the fact of sharing.
Community life also helps to develop
solidarity and empathy.
Much progress has been made in understanding childhoods and parenting models.
In the past
, boys and girls were considered miniatures of adults
, childhood as a stage to overcome and not to live fully.
In 1989 the General Assembly of the United Nations signed the
Convention on the Rights of the Child (CRC)
, which recognizes all persons under 18 years of age as
subjects with full rights.
Argentina adhered to the Convention, gave it constitutional status, and in 2005 enacted
Law 26,061 on the Comprehensive Protection of the Rights of Children and Adolescents.
Article 6 speaks of
community participation
: "The Community, for reasons of solidarity and in the exercise of participatory democracy, must and has the right to be
an active part in achieving full and effective enforcement of the rights and guarantees
of the girls, boys and adolescents".
The law also talks about the obligations of adults and their
duty to inform if any child is the victim of mistreatment, abuse or violence
.
How many people turn a blind eye or look the other way to children beaten, burned, cut?
How many people remain silent in front of pregnant girls who have clearly been abused?
The latest census says that in Argentina there are
almost 15 million girls, boys and adolescents.
It is estimated that 60% live in poor homes, with all the privations that this means.
But
there are issues that transcend the monetary
, and are those that have to do with violence.
A UNICEF study ensures that
in 10% of the houses there is severe physical violence against the little ones.
Abuse occurs in all socioeconomic strata.
The same goes for sexual abuse.
What happened to Lucio is extreme, and it happens when there is
a series of previously unheard and ignored violence.
It is the same with femicides: the announced death is preceded by multiple forms of violence.
And the pandemic confirmed what was already intuited: the home can be the most dangerous place for many women, and for boys too.
For this reason, the commitment of the entire society is necessary.
The village.
