Chief of Staff Herzi Halevi summarized the investigation that was presented to him, and clarified that this is a serious and extreme incident during which violent behavior took place, involving commanders and soldiers.
"The IDF exerts great force to protect the State of Israel, there is no room for violent action within us," it was stated. It was further noted that "throughout the incident there were several occasions in which it was in the power of the exercise of discretion and responsibility on the part of the commanders to prevent the continuation of the violence.
If they did not resort to this type of intervention, the commanders involved failed in a serious moral failure."
