Ecuadorians are called to the polls this Sunday, February 5, to answer eight questions in the 2023 Referendum to reform the National Constitution of Ecuador.
On this busy electoral day —mandatory— sectional authorities will also vote, including prefects, vice-prefects, mayors, urban councillors, rural councilors and members throughout the country, as well as advisers for the Council for Citizen Participation and Social Control (CPCCS). and a regional popular consultation will also be held to decide the cantonization of the Sevilla Don Bosco parish.

But much of the attention will be focused on the 8 questions —the formal campaign began on January 3, 2023 and lasted until February 2— that are part of the referendum and that will determine whether or not the Constitution is partially reformed. .

Next, the eight introductory texts followed by eight questions that will be presented to the voters, who must answer with a "Yes" or "No" —half plus one of the votes is needed to approve each consultation—, according to the National Electoral Council of Ecuador (CNE).

1. The extradition of Ecuadorians is prohibited for all crimes, including those
related to transnational organized crime such as drug trafficking,
arms trafficking, human trafficking, and migrant smuggling.
Do you agree with allowing the extradition of Ecuadorians who have committed crimes related to transnational organized crime, through processes that respect rights and guarantees, amending the Constitution in accordance with Annex 1?

Currently, the Judicial Council selects, evaluates, promotes, trains, and
sanctions prosecutors.
Do you agree with guaranteeing the autonomy of the State Attorney General's Office, so that it selects, evaluates, promotes, trains and sanctions the servers that make it up through a Fiscal Council, amending the Constitution in accordance with Annex 2? ?

Currently, the National Assembly is made up of 137 assembly members and it is
estimated that, with the 2022 population census, this number will rise
to approximately 152 assembly members.
Do you agree with reducing the number of assembly members and electing them according to the following criteria: 1 assembly member per province and 1 additional provincial assembly member for every 250,000 inhabitants; 2 national assembly members for every million inhabitants; and 1 assembly member for every 500,000 inhabitants residing abroad, amending the Constitution in accordance with Annex 3?

Currently there are 272 political movements in Ecuador.
Do you agree with demanding that political movements have a minimum number of affiliates equivalent to 1.5% of the electoral register of their jurisdiction and forcing them to keep a register of their members that is periodically audited by the National Electoral Council, amending the Constitution accordingly? with Annex 4?

The Council for Citizen Participation and Social Control (CPCCS) is a public entity that currently has the power to designate 77 authorities.
Do you agree with eliminating the power to designate authorities that the CPCCS has and implement public processes that guarantee citizen participation, meritocracy and public scrutiny, so that it is the National Assembly that designates through these processes the authorities that currently chooses the CPCCS amending the Constitution in accordance with Schedule 5?
