8 delays of 31 minutes or more last year
According to the document submitted by MTR to the Subcommittee on Railway Matters of the Legislative Council, last year there were 154 accidents with delays of 8 minutes or more, and 8 accidents with delays of 31 minutes or more.
According to the service performance arrangement introduced by the current fare mechanism, if there is a delay of 31 minutes or more in the train service, and it is caused by factors within the control of MTR, it will be fined in a progressive manner, and a fine of 1 million yuan will be imposed if it is less than one hour. The fine is 5 million yuan for three to four hours, and another 2.5 million yuan for each hour thereafter. The upper limit of the "cap" is 12 hours, which is 25 million yuan.
