An overview.

Munich/Berlin – Last year, in view of the high energy costs for consumers, the government decided on price brakes from which electricity, gas and district heating customers can automatically benefit.

However, those who use heating oil and pellets, for example, are left out of the price brakes.

For those affected, however, there may be money from a hardship fund.

An overview.

Hardship fund for heating oil customers: An application must be submitted

According to the consumer center, households that heat with fuels such as heating oil, pellets or liquid gas should, under certain conditions, be financially relieved retrospectively from January 1, 2022 to December 1, 2022.

The government has set up a hardship fund for this purpose.

Consumers must submit an application and an invoice from 2022.

Responsibility lies with the federal states.

Hardship fund: What requirements do heating oil and pellet customers have to meet?

The prerequisite is that at least double the previously usual price was paid.

Consumers are therefore solely responsible until their heating costs have doubled compared to the previous year.

The federal government wants to cover 80 percent of all additional costs, provided that the conditions for a subsidy of at least 100 euros are met.

The upper limit per household is 2000 euros.

When will help be available for those affected?

The federal states must first set a reference value for this - in Berlin, for example, it has already been decided, reports

Here, a household must have paid at least 1.21 euros for a liter of heating oil in the past year in order to be able to apply for a refund.

For pellets, the value is 0.41 euros per kilo.

What about tenants?

In this case, the work lies with the landlord.

He must submit the application and then pass the relief on to the tenants.

Heating oil and pellets: What applies to companies?

A recent resolution by the Bundestag's Budget Committee suggests that the federal government's financial support for energy hardship regulations for small and medium-sized companies does not include any aid for heating oil and pellets.

The hardship regulations should be limited to the relief of electricity and grid-bound energy sources (gas, heat) and not be extended to grid-bound energy sources such as heating oil and pellets, it says.

Depending on the situation, however, it may be that the federal states step in: Bavaria, for example, wants to take over all of the energy hardship aid for those affected.

"We replace the money that is missing from the federal government," said CSU leader and Prime Minister Markus Söder on Friday after a meeting of the party executive in Munich.

The aid programs are currently being prepared accordingly so that aid can be requested if energy costs are threatened to be exceeded.

The aim of the hardship aid is that small and medium-sized companies receive additional money if they are hit particularly hard by the energy crisis.

The federal government makes funds available to the states via the Economic Stabilization Fund.

The specific disbursement and design of the aid is carried out by the federal states.
