The Government allocated $2,700 million per day in January to subsidize social plans controlled by the K piqueteros

2023-02-05T21:37:13.237Z

Between the Potenciar Trabajo and the Alimentar Card, $84,000 million were already spent in the first month of the year alone. The year-on-year increase was well above inflation for the period.

In January alone, the government allocated

$2.7 billion a day to subsidize social plans

controlled by piquetero leaders allied to Kirchnerism.

This is the expense assigned to the two main programs of the Ministry of Social Development, the Potenciar Trabajo and the Alimentar Card, which depend on

the Evita Movement and La Cámpora

.

In the first 31 days of the year,

$84,077 million

were transferred to those areas , at a rate of $2,712 million every 24 hours, in line for now with the annual budget foreseen by the Ministry of Economy in social assistance for the electoral year, of more of $1 trillion.

However, compared to the values of previous years, the social funds grew above inflation: in January 2021, $600 million were spent per day, while in the first month of 2022 the disbursements were $1,100 million per day and they have now climbed to more than $2.7 billion, almost five times the original spending of two years ago.

Victoria Tolosa Paz confirmed that they canceled more than 154,000 Potenciar Trabajo plans.

As has been the case since its creation in 2020,

Potenciar Trabajo is the program that receives the most funds from Social Development for plans.

Until the end of last year, there were around 1.3 million people who received half a living and mobile minimum wage, but in the first days of 2023 that pattern was adjusted after the decision of Minister Victoria Tolosa Paz to suspend 154,441 people that were not recorded to validate the data through the internet.

In charge of the piquetero leader

Emilio Pérsico

, who in turn is secretary of Social Economy, Potenciar Trabajo already demanded state funds for $46,652 million in January, the equivalent of $1,504 million per day.

For the entire year, the total projection of the program marks resources for $590,982 million.

From Social Economy, Pérsico pays them, and from the Evita Movement, where he is the main reference, he collects them.

In the case of

Food Policies

, the other central plan in the Development structure, transfers have been more controlled, since the Alimentar Card is paid in parallel to the Universal Child Allowance that is paid through the ANSeS.

With both areas in charge of

La Cámpora

, either through Laura Valeria Alonso or Fernanda Raverta, the transfers that took place in January were for $37,424 million, about $1,208 million per day.

The two programs concentrate more than 90% of the budget of a ministry that in total, so far this year, has spent $87.122 million.

In other words, of the total Social Development funds,

only $3,000 million went to programs that are not Potenciar Trabajo or Alimentar Card

.

The map of social organizations

Social Development is a

ministry lotted

by social organizations related to Kirchnerism, since before Tolosa Paz took office in October.

Already in the previous administrations of Daniel Arroyo and Juan Zabaleta, the struggle for territorial power was a constant.

With the Evita Movement and La Cámpora facing each other for a long time in the midst of the dispute between Alberto Fernández and Cristina Kirchner, other social references also have internal fire power, such as

Juan Grabois

, through leaders who respond to him such as Ramona Fernanda Miño, the secretary of Socio-Urban Integration.

Last year, Grabois lost one of his soldiers, fired by Pérsico after internal differences: it was Rafael Klejzer, from the La Dignidad Movement, who was the national director of Integrative Policies and now out of the Government and is the one who is leading piquetero operations to control prices in supermarkets.

Daniel Menéndez, Social Development official and piquetero leader.

There are also

loyalists to Pérsico and Alberto Fernández, such as Daniel Menéndez

, from Somos Barrios de Pie, who works as undersecretary for integration and training policies, and was one of the initial promoters of price controls on the Coast, in addition to, the year, having motorized a march against the countryside towards La Rural that finally ended up taking place at the gates of Congress.

In addition, in other portfolios, there is also a presence of militancy.

Territorial Approach, with $51,922 million, and the Secretariat for Administrative Management, with $19,665 million, will be other important state funds.

The first is managed by María Eugenia Meana, another camporista leader;

the second, Javier Caruso, appointed by Tolosa Paz.

The use of state resources within social organizations has been under scrutiny for some time.

At the end of October,

Clarín announced that social organizations had collected more than $10,000 million

in the last two years in discretionary funds, outside of what was budgeted.

Cooperatives related to Movimiento Evita, by Pérsico, and the CTEP of Juan Grabois and Esteban "Gringo" Castro, were the most benefited.
