A helicopter that was summoned dropped the lifeguard near the boat, despite the swell.
The boatman was washed overboard, but the lifeguard managed to rescue him.
The helicopter crew brought both of them to safety with a cable winch.
The man was taken to a hospital.
According to the US broadcaster CNN, he is suspected of having stolen the boat.
The police arrested the man and the investigation is ongoing.
