Expand the achievements of the National Council of Resistance program to allow everyone to have enough to eat.

This is the wish of elected Girondins Pierre Hurmic (EELV mayor of Bordeaux) and Jean-Luc Gleyze (PS president of the department).

The two men are the signatories of a forum in

Liberation

, asking to "

integrate food into the general social security system

".

Their proposal to experiment with "

food social security

" was born from an aggravated observation during the period of confinement linked to the Covid-19 epidemic, that "

food security was a fundamental right to which the most vulnerable people could not access

, ”says

Figaro

Jean-Luc Gleyze.

For the two local elected officials, "

human dignity cannot be effective as long as French men and women have to ration themselves, skip meals or neglect the quality of their food for lack of means

".

The development of food banks, whose public is expanding to social categories "

until now rather spared

", testifies, according to Jean-Luc Gleyze, to the need to ensure that the most precarious can access food of good quality, without having to tighten one's belt, within the framework of a "

new mode of social protection, around food

".

“Going to the food bank is showing your social status”

If the idea of a kind of “

vital food map

” is on the table, “

what this food security will be is not yet defined

”, specifies the elected official.

This measure is part of a network of actions, the department planning to create a network of farms on the territory in order to improve the offer of social and solidarity grocery stores.

Moreover, this “

food social security

” cannot become “

an object of discrimination

”, explains Jean-Luc Gleyze.

Today, going to the food bank is showing your social status,

” he laments.

The overall project is also to reflect on how food is produced, in order to "

allow market gardeners to produce locally

" in the territory, while "

working towards a decent income

" for these same farmers and thus ensuring a mission of public health, by "

improving the diet

" of the least favored by the possibility of accessing, without depriving themselves, healthy food.

“If utopia can make you smile, it is necessary”

Concretely, four territories would be concerned by this experiment: Bordeaux, Bègles, Captieux and Sainte-Foy-la-Grande.

Forty members of a "

citizen council

" will work together with the city of Bordeaux, the department and the Acclimat'action collective, to "

build by the end of the year what this social security of the food

”.

"

The Gironde is the first department in France to launch such an experiment, on both a rural and urban scale

", says Jean-Luc Gleyze with satisfaction.

Moreover, these forty citizens are or have been themselves, for two thirds of them, in a situation of food insecurity.

Anticipating criticism of the costs of this experiment, Pierre Hurmic and Jean-Luc Gleyze specify in their opinion piece that "

the costs already exist

" and that they are "

generated by food insecurity, the illnesses it causes, and the disastrous environmental consequences generated by current food production and consumption

”.

For them, "

if utopia can make you smile, it is necessary

", recalling that it was this same utopia which, in 1945, "

animated the National Council of the Resistance and its program of 'happy days' to achieve to the creation of our social protection

”.
