After cannabidiol (CBD) was listed as a dangerous drug on the 1st of this month, the customs today (8th) detected the first case of importing and possessing CBD oil and arresting suspects. A 30-year-old man who received the goods was arrested. The total value of the seized CBD oil and other drugs was 5,000 yuan.


The day before yesterday (6th), the Customs Airport Division inspected a batch of air cargo arriving from Denmark and claiming to be used for the skin at the airport based on a risk assessment. Two tubes of CBD oil were found, weighing about 60ml in total. The case was handed over to the narcotics. The investigation department followed up and found that the goods were sent to a clubhouse in a private residence in Yau Ma Tei. Today (8th) a monitoring and delivery operation was launched, and a 30-year-old man who received the goods was arrested and reported to be a property management staff. In the locker, another two CBD oils and about 4 grams of suspected cannabis flowers were seized. When he entered his residence in Tseung Kwan O for investigation, he found a small amount of cannabis flowers in the grinder. The total value of the drugs was about 5,000 yuan.

The new legislation to control CBD came into effect on the 1st of this month. Since then, CBD has been strictly controlled under the Dangerous Drugs Ordinance like other dangerous drugs.

After the implementation of the new law, the customs will strengthen law enforcement and intercept CBD products entering and re-exporting through different channels.

At the same time, Customs will continue to select passengers, cargo and postal items for customs clearance inspection based on the principle of risk assessment to crack down on cross-boundary drug trafficking activities.

Customs reminds citizens not to bring marijuana or products labeled as containing CBD back to Hong Kong from overseas.

Members of the public should also avoid buying CBD products. When buying products, they should pay attention to product packaging and labels, whether there are relevant words about CBD or tetrahydrocannabinol (THC).

If citizens have doubts about the ingredients of the product, they should not take the risk of buying or bringing it back to Hong Kong to avoid falling into the law by mistake.

Customs will continue to maintain close contact with Hongkong Post and the logistics industry to step up efforts to intercept drug smuggling through postal or courier channels.

According to the Dangerous Drugs Ordinance, trafficking in dangerous drugs is a serious offense and the maximum penalty upon conviction is a fine of $5 million and life imprisonment.
