A sixty-year-old woman suffering from long-term diseases such as diabetes and high blood pressure was listed as a close contact because her daughter who lived with her was diagnosed three years ago.
The Coroner's Court held an inquest earlier, revealing that the task force of the Department of Health had to deal with the evacuation operation and was short of manpower. A few days later, it failed to contact the deceased. Later, it learned about the incident from news reports and media inquiries.
The jury ruled today (8th) that the deceased died of natural causes.
It is also recommended that the Department of Health conduct training and drills in advance, and immediately improve mobilization capabilities in the event of a virus outbreak.

After the verdict, the young girl of the deceased said that the incident had come to an end and she was relieved. She was disappointed that the Department of Health used the evacuation operation and insufficient manpower to cover up this mistake. She would study the evidence before considering whether to take further legal action.

Passed away while waiting to be admitted to a quarantine center
The daughter of the deceased Lu Shuxian (62 years old) who lived with her was sent to the Yabo Isolation Center on December 9, 2020 due to infection. Lu was listed as a close contact and stayed at home alone waiting to be admitted to the quarantine center, but was released on December 12. He was found dead at home, presumed to have passed away the day before he was found.
The jury ruled that the death of the deceased was caused by the 2019 coronavirus and coronary occlusion caused by atherosclerosis.

The jury made two more recommendations to the Department of Health:
1. Coordinate with other departments, conduct training in advance, and conduct regular drills, so as to immediately improve mobilization capabilities when there is another virus outbreak in the future;
2. The form used to fill in the information of close contacts needs to consider different high-risk factors in detail, such as: the elderly, long-term patients, and living conditions, and add emergency contact methods.
