A new bill, initiated by MK Deputy Minister Avi Maoz, seeks to establish in law that schools will be able to conduct a lesson, activity or conversation about sexual orientation and gender identity only from the 9th grade and on the condition that the students have agreed to it and that at least 75% of the parents have given written consent. Maoz requests Also prohibit by law the transfer of these contents before the ninth grade.

According to the bill, the school principal will not allow the delivery of a lesson on these subjects.

From the 9th grade and above, it will be possible to raise the topic only if special conditions have been met: the director of the institution has confirmed in writing that in his opinion there is a need to raise the topic and that the activity will be conducted by professional parties trained to discuss these topics.

Also, it will be possible to teach these subjects only on the condition that the parents were informed in advance of the intention to bring up the subject, when at least 75% of the parents of the students in the class approved the conversation, sent written consent and the student also expressed his consent to participate in the activity.

In the words of the explanation for the proposal, it is stated that it is intended to "anchor the basic right of a parent to make decisions regarding the care and upbringing of his children within the educational institution" according to the explanation "Due to the adoption of progressive values, which have a foreign, distant and strange origin, some wish to question the foundations of creation and wish to encourage and/or allow An apparent change in the biological identity of human beings."

Maoz explains that "the very act of putting such issues on the agenda inherently involves the fear of irreversible damage to the well-being and well-being of the students, while exposing them to a variety of risks."

According to him, "From a position paper of the Ministry of Education on the topic of suicide prevention in the trans community (from August 16, 2020), it appears that those who belong to this 'community' have an increased risk of suicide and a host of risks that include a high risk of physical, mental and sexual violence. Therefore, there is no place Putting these issues on the students' agenda, as the very act of putting the issues on the agenda could be dangerous for many students."

Maoz serves as deputy minister and therefore cannot submit private bills, but according to his people, in the coming days he will raise the bill through another member of the Knesset from the coalition.

Deputy Minister Maoz said: "We promised during the election campaign that we would do everything to protect our children from the progressive trolling that has spread in the education system. The child protection law that I initiated, and that with God's help I will be able to promote, is an extremely important law that will provide a real answer to parents' concerns regarding the subjects their children study. Each member of the coalition has the responsibility to promote this law - these are our children, this is our chain of generations."

We note that in practice the policy in the Ministry of Education is to teach classes on sexual orientation only from the age of 16, however this subject is highly sensitive as some believe that teenagers are exposed to the subject earlier and therefore the discourse on this should be brought forward in schools.

Recently, during a debate in the Knesset, Minister of Education Yoav Kish said in response to MK Yorai Lahav Hertzno: "I don't have an answer to tell you exactly at what age this happens - when do you start talking to students about sexual orientation in general, that's something I want to check."
