Education Minister Yoav Kish presented today (Sunday) his goals for the education system.

In a press conference he called together with the director general of the ministry Assaf Tselal, he stated, among other things, that a budget of one billion shekels will be allocated to special education, as part of the "highest education budget ever", as well as about increasing cooperation with the IDF in schools, opening registration areas and " loan" to powerful authorities for the construction of new buildings.



He pointed to the main problems he sees in the system, which he says is in a "continuous crisis".

These include the effects of the corona virus, lack of educational staff and buildings, bureaucracy and barriers for administrators, the state of special education and the status of the teacher.

"First of all we need to lead to stability, and then to growth," he explained his approach.



Kish claimed that the most serious disparities are in the special education system.

Along with the dedicated budget that he will request to improve the situation, he said that he intends to promote legislative amendments and establish an advisory committee that will "look at the challenges for the coming years and offer solutions."

The committee will be led by ALOT (National Association for Children and Adults with Autism), Amos Shapira.

Regarding the shortage of teachers, he announced that he would work to increase the scope of the possible position to more than 100% and to shorten the trainings that make it possible to convert a profession into teaching.

He also said that he would increase the number of discharged servicemen and women working in educational institutions.

"We will put hundreds of soldiers into the schools," Kish declared.

The director general of the ministry added that "those who were involved in training in the army will go through a faster and more accessible route into the education system.

We will try to promote it as a preferred work.

There are not many bodies whose pure motive is a mission, the army and the education system are two of them."



In order to raise the status of the education staff, the ministry will issue a clarification that it supports students standing up when a teacher enters class. "We will not require it, but we will stand by an administrator who chooses to do it," Kish explained. He clarified that he supports the demand of the teachers' organization to raise the salaries of high school teachers, but did not specify the amounts.



He added that in the ongoing talks with the Ministry of Finance in preparation for the transfer of the state budget, "it is clear to everyone that the education budget will be the highest ever".

This, as a result of the addition to special education, alongside "a significant budget for ages birth to three and a budget to reduce gaps in ultra-Orthodox education".

Additional steps he will seek to take in coordination with the Ministry of Finance will be the transfer of a budget to strong authorities that can afford the construction of new educational buildings, while committing to future reimbursement, and the expansion of the Great Vacation school.

He emphasized that the goal is to reduce the gaps, but in the past this option drew criticism that it would actually increase the gaps, partly due to the transition of outstanding schools to a sorting system to meet demand.



The increasing violence in the education system, which was seen in the past year in many documents that flooded the social networks, is according to him "at the heart of the gaps that exist in education".

He emphasized: "I want zero tolerance for violence. Including the suspension of teachers. The system has gone to a place of excessive inclusion."



Ahead of tomorrow's protest against the legal plan promoted by the government, universities, education departments and school administrators have announced that they will allow those who want to strike to do so.

In recent weeks, the issue has sparked controversy between the field and the ministry, and Kish reiterated his position that "the education system should remain state-owned and outside of political discussions."



"I believe in the right of the demonstration, but it should not be brought into the school. The education system will operate as usual tomorrow. If a teacher or student is not present, they will be marked with a deduction or will not receive payment," he clarified.

"The unilateral move (a letter issued by the Hebrew University - AS) is an attack on freedom of expression and pluralism.

It is fine to act outside of academic hours, but to take it as a political act is a grave mistake.

The issue will be examined in the General Assembly."
