Two years after the kidnapping of a senior member of the Civil Administration by the Palestinian Authority was revealed in Israel Hayom, a petition was filed on the grounds that the serious deficiencies in the work of the Civil Administration have not yet been corrected "The administration has not acted to correct the failures that lead to the leakage of sensitive information to the Palestinian mechanisms"

About two years after the case of the kidnapping of a senior member of the Civil Administration by the Palestinian Authority was revealed in Israel Hayom, the "Ad Kan" organization is petitioning the High Court on the grounds that the serious deficiencies in the work of the Civil Administration have not yet been corrected. At the heart of the petition is the claim that workers are employed in the land registration department of the Civil Administration Without a tender or security classification, this despite the fact that there is evidence of leaking information from them to the security of the Palestinian Authority.

In "Israel Today" it was revealed that a senior employee of the Civil Administration, who had a lot of sensitive information about real estate transactions throughout Judea and Samaria, was kidnapped twice by the Palestinian Authority and interrogated by its people for several weeks.

According to an investigation by Ad Kaan and Israel Hayom, despite warnings from the Shin Bet and the State Comptroller, information on 30 real estate transaction files reached the Palestinian Authority.

Despite the leak of the information, and despite the state auditor's warnings against a breach, that senior official was promoted to a senior position in the administration.

In the petition, which was submitted after the Civil Administration officials ignored the serious findings of the State Comptroller's report on the matter, and requests for freedom of information, they request the court to issue a conditional order for the immediate correction of the gaps discovered in the land registration department of the Civil Administration.

Also, the petition demands an investigation into why workers are employed in sensitive positions, without a tender or security classification, and are doing so at the Palestinian security mission in order to locate sellers of land to Jews and execute them.

In "Ad Kaan" they say that "from the answers provided by the Civil Administration in the last two years, it emerged that the administration did not act to correct the failures that lead to the leakage of sensitive information about sellers and buyers to the Palestinian mechanisms."

The "Ad Kaan" organization contacted the State Comptroller with materials that reached the organization and testify to the failed conduct of the Civil Administration.

Following this, the State Comptroller published a report in August 2020 that dealt with failures in the work of "staff officers in the Civil Administration in the Judea and Samaria region".

After the publication of the state auditor's report and the non-implementation of the inherent failures in the civil administration, the "Ad Kan" organization revealed that Nidal al-Atari was kidnapped a second time, but this time they were also taken by the authority with original documents, which reveal the entire chain of buyers in real estate transactions in "S. This, with complete carelessness in terms of information security on the part of the Land Commissioner, which allowed the removal of the documents from the administrative areas to Atari's personal home - in Area A, even after the incident of the kidnapping and the first arrest.

Gilad Ach, CEO of Ad Kaan, said: "The Palestinian-Jordanian law, which imposes a death sentence on anyone who sells land to a Jew, reminds us of anti-Semitic laws from the 1930s that harmed the property rights of Jews simply because of their origin.

The fact that the Civil Administration cooperates with this anti-Semitic apparatus and employs Palestinian security agents with various claims is shameful and damages the fundamental values on which the Jewish state is founded.

It's time for this behavior to stop immediately."

Attorney Yosef Akerman, director of the legal department at the "Ad Kaan" organization, added that: "After we have appealed for over two years to the Civil Administration and to the coordination of government operations in the territories to get clear answers on the conditions of employment of Palestinians and preventing the leakage of information to hostile elements and they did not respond, as well as after a report The State Comptroller is serious about this issue - we petitioned the High Court to prevent the irregularities taking place with regard to the registration of the land in the State Register. The Civil Administration is in complete chaos and the court must do everything to prevent the continuation of this disgrace."
