The Palestinian Authority is holding talks with the members of the UN Security Council to promote a resolution against Israel and especially against the cabinet's decision on construction in the settlements, Israeli and American senior officials said.
why is it important
A vote in the UN Security Council will present the Biden administration for the first time with the dilemma of whether to veto a decision regarding the settlements. The Americans wish to avoid voting as much as possible so that they are not forced to veto a decision that reflects their position.

Behind the Scenes
Senior officials in the American administration have held talks with senior Palestinian officials in recent days in an attempt to convince them not to advance a proposed resolution in the Security Council and in return the US will support a symbolic process of publishing a presidential statement on behalf of the council members regarding the settlements. Such a statement has not been published since 2016.
At this stage, the Palestinians reject the American proposals and are determined to promote a vote in the Security Council on a proposed resolution against the settlements.
In order to force a vote and oblige the Americans to decide whether to impose a veto, the Palestinians need the support of 9 of the 15 council members.
the situation picture
Senior Israeli officials estimate that the Palestinians will most likely succeed in recruiting nine of the members of the Security Council to hold a vote.
According to them, Israel's ambassador to the UN, Gilad Erdan, and other senior officials in the Foreign Ministry are in contact with the American administration to ensure that the US will veto any decision that is put to a vote.
In Israel, preparations are being made for a scenario in which the US will succeed in convincing the Palestinians not to promote a vote in exchange for the publication of a presidential statement by the Security Council. Ambassador Erdan sent a letter to the members of the Security Council and emphasized that the Palestinian Authority did not condemn the recent attacks and continues incitement. In Israel, they want every statement published by the Security Council Include a reference to this.
