The leaders of the legal reform yesterday again reiterated the desire to talk.

"Israel Hayom" has learned that beyond the public announcements calling for doing so, the coalition is considering the boundaries of the decree on which they are willing to debate and even compromise in the final outline that will be submitted for approval by the Knesset.

Within the limits of the decree, the coalition is ready to accept and open for discussion quite a few sections of the president's outline.

This is the case, for example, in the issue of the legislation of the Basic Laws - they will be able to agree that a Basic Law will be brought to four readings: three readings in the current Knesset and one in the Knesset that will serve one term after it.

The idea is to turn the basic law into a law that will be difficult to enact but also difficult to repeal.

Ready to compromise?

A significant compromise to which they will be willing to go is around changing the reason for the likelihood.

So far, the leaders of the reform have insisted that the reason for reasonableness be abolished.

Now, as part of the negotiations, they are ready to put on the table what has been called the "Solberg outline" - which was also proposed by the president of the country - according to which the pretext will be reduced and it will be defined where it can be used and where it cannot.

In the explosive issue of the composition of the committee for the appointment of judges, the coalition will refuse to create a situation in which they will not have a majority.

They will also firmly refuse to allow the judges to cast a veto.

However, they will be ready to reach agreements that will give a more significant voice to the judges in the committee - such as, for example, in the issue of electing the two public representatives who are members of it.

The proposal is that their selection will be done jointly or that one of the two representatives will be selected by the President of the Supreme Court.

On the issue of the majority related to the enhancement clause, currently, the leaders of the reform will not agree to any flexibility other than a majority of 61 Knesset members.

The parties set conditions

Even before diving into the details, the debates between the coalition and the opposition were conducted yesterday on the threshold conditions for opening negotiations.

Justice Minister Yariv Levin and Constitution Committee Chairman Simcha Rothman called on the opposition to meet and discuss without any preconditions.

The call of the two was met with a cold shoulder.

Lapid replied that "the necessary condition for the start of a national dialogue is an immediate halt to all legislative processes for a limited time during which the dialogue will take place through the mediation of the President. If Minister Levin and MK Rothman agree to this, we will be happy to meet at the President's residence tomorrow morning."

The chairman of the state camp, Benny Gantz, went above and beyond and talked to Levin in the Knesset. He informed him that if the legislation was frozen - he would come later that night to talk with the state camp staff.

Merav Michaeli also wrote that as long as the legislation was not frozen "and the gun is close to the temple of Israeli democracy, it is forbidden to discuss anything with Rothman and Levin. Anything else is surrender. Anything else is the destruction of the protest."

Levin and Rothman responded and said that they were sorry for the position of the opposition leaders.

Regarding Lapid's announcement, they said that "it appears that his only desire is to stop the legislation and not to have a real dialogue. We call on every responsible member of the Knesset in the opposition to behave differently."

Lapid replied on the other hand that the offer is not serious as it was conveyed in the media.

The police: "The conversation is from an officer"

Senior police officials also fear radicalization to the point of real violence.

"The conversation is starting to become violent on both sides of the political barrier and there are quite a few fuel fumes of violence in the air," says a senior police officer.

"Politicians and public figures are exacerbating the rhetoric. That no one will say 'I didn't know'. Everyone has a responsibility. The atmosphere is explosive and dangerous and talk of bloodshed can, God forbid, come true."

Let's recall that the police officers of the cyber unit in Blade 433 arrested a 24-year-old man from Sderot on suspicion of threats he posted on a social network against Prime Minister Benjamin Netanyahu.

A 45-year-old man from Tiberias is being investigated for inciting violence against the government's spokesperson, attorney Gali Beharev Miara - and this is even before the words of attorney David Hodak and Zeev Raz, who are being investigated by the police.
