The Knesset plenum approved the bill to revoke the citizenship or residency of a terrorist operative who receives compensation from the Palestinian Authority for committing the act of terrorism • 94 Knesset members supported the proposal in the third reading against 10 who opposed • MK Elkin: "Justice will be done and the twisted mechanism of encouraging terrorism will be stopped"

Today (Wednesday) the Knesset plenum approved in second and third reading the bill to revoke the citizenship or residency of a terrorist operative who receives compensation for committing the act of terrorism.

The law was initiated by the chairman of the coalition MK Ofir Katz.

94 Knesset members supported the proposal in the third reading against 10 who opposed.

MK Ofir Katz said: "Dear bereaved families, this blood that was spilled, this immense pain, accompanies me personally all the time.

I hope that this step we are taking today is the dawn of a new era.

I know and feel from the bottom of my heart that such laws are our true mission as elected officials."

In addition, MK Katz, who chaired the joint committee that prepared the proposal, referred to the legislative process and said: "The responsibility to prevent the next attack is on us, not on any lawyer.

Anyone who opposes what we are bringing here after all the balances we have done, needs to take stock of himself and explain it to the bereaved families and the people of Israel."

MK Ze'ev Elkin: "There is no more just law than this, the reality in which a resident or citizen of the State of Israel takes a weapon, kills and then receives a salary from the Palestinian Authority is distorted and illusory.

There is no reason for such a person to remain a resident or citizen of the State of Israel, enjoy economic benefits, and then be released from prison and become a hero of the PA.

This step will do justice and bring an end to the twisted mechanism of encouraging terrorism."

"A citizen who received payment - gave up his status"

The new law states that an Israeli citizen or resident who has been convicted of committing an offense which is a breach of trust to the State of Israel, who has been sentenced to actual imprisonment for that crime, and it is proven that the Palestinian Authority is rewarding him for this - it will be possible to revoke his citizenship or his permit for permanent residence, as the case may be, and to remove him to the territories of the Palestinian Authority or to the Gaza Strip.

A permanent residence permit will be revoked by the Minister of the Interior, after consultation with an advisory committee and with the consent of the Minister of Justice, and revocation of citizenship will be by the court, at the request of the Minister of the Interior, after consultation with an advisory committee and with the consent of the Minister of Justice.

The explanation for the proposal reads: "These days, many people who hold Israeli citizenship or residency actually receive monthly salaries from the Palestinian Authority as wages and compensation for committing acts of terrorism. It is unthinkable that citizens and residents of Israel who not only betrayed the state and Israeli society, but also agreed to receive Payment by the PA, they will continue to hold Israeli citizenship or residency.

A citizen or resident of the State of Israel who has agreed to receive payment from the PA, such as himself testifying that he renounces his status as a citizen or resident."

"There is no law more just than this"

MK Ze'ev Elkin: "There is no more just law than this, the reality in which a resident or citizen of the State of Israel takes a weapon, kills and then receives a salary from the Palestinian Authority is distorted and illusory.

There is no reason for such a person to remain a resident or citizen of the State of Israel, enjoy economic benefits, and then be released from prison and become a hero of the Palestinian Authority.

This step will do justice and bring an end to the twisted mechanism of encouraging terrorism."

MK Limor Son Har-Malech said in tears: "There are countless examples of terrorists with Israeli citizenship, who murdered and harmed Jews, were released after a few years from prison and returned to live among us, as citizens of Israel for all intents and purposes.

Today we begin to correct this absurd situation.

This is an important first step from the basket of tools that are required of us to deal with terrorism and increase deterrence among the enemy.

Murderous terrorists are not those who can be treated as having rights."

MK Ahmed Tibi opposed the proposal and said: "On the one hand, there is a coup d'état, and on the other hand, populist, draconian laws are passed, like this law to deny citizenship.

There is a principle, that the contract between a state and a citizen is citizenship, but the sense of Jewish superiority of a large part of this house says that citizenship is a contract between the state and a citizen - only for Jews.

An Arab who commits a crime is a citizen on parole.

A Jew who commits the same offense or a more serious offense does not even think of denying citizenship.

For example, Yigal Amir murdered a prime minister - not only was his citizenship not revoked, there was no proposal."
