According to the records of the WhatsApp group, on May 5, 2020, Cai Zehong, then chairman of the Kwun Tong District Council, sent out a file, which he claimed was a summary of the meeting.

The prosecution continued to ask about the content of the district document. He said that he could not remember the entire content of the document, but he could confirm that the sentence "actively using the power of the Legislative Council" should have been added to the document at that time.
