Several demonstrators carrying Palestinian flags showed up at the council building and protested the organization's decision.
The demonstrators carried signs condemning Israel and called for the cancellation of the "whitewashing of the crimes of the Israeli occupation".
Mayor Colau issued the order after 4,000 of the city's residents signed a civil initiative, a relatively low number in a city of five and a half million inhabitants.
