The ICAC pointed out that the 10 defendants, aged between 27 and 65, were charged with a total of 15 counts, namely, three counts of conspiracy to make a public official accept an advantage, two counts of conspiracy to provide an advantage to a public official, and one count of conspiracy to give an agent Offering an advantage, eight counts of dealing with property known or believed to represent proceeds from an indictable offence, and one count of conspiracy to steal.

Suspected of paying RM4.3 million in bribes to award contracts

Three of the defendants are Yin Guoqiang, the former general manager of the Airport Authority, Li Yonghui, the former chief senior manager, and Chen Juedan, Li Yonghui's wife.

The other four defendants are related to the two sub-contractors of the three-run project. They are Li Jinan, director of Duojin Steel Structural Engineering Co., Ltd. and his cronies Qu Jizhang;

The remaining three people are from a three-run project supplier, namely Wang Qingwu and Huang Binhan, the operators of Junfeng Engineering Co., Ltd., and Huang Rukeng, its sole director and shareholder.

The relevant crimes are suspected to have occurred between January 2017 and August 2022. At first, both Yin Guoqiang and Li Yonghui were engineers hired by the Airport Authority on a short-term contract. Sea and third runway construction works.

Yin Guoqiang was promoted to general manager in October 2018, while Li Yonghui was promoted to principal senior manager in May 2022.

Involving sand suppliers and steel engineering subcontractors

Duojin is the steel engineering subcontractor of the Sanpao Project.

Yin Guoqiang, the general manager of the Airport Authority at the time, Li Jinan, the director of Dorkin, and his cronies, Qu Jizhang, were suspected of conspiring to make Yin Guoqiang accept a bribe of 1 million yuan to assist Dorkin in obtaining the subcontract for the supply and installation of temporary steel platforms for the main reclamation project of the Three Run Project. .

The subcontract is worth more than $37 million.

CAREL is the sub-contractor for packing supply and transportation of the Sanmao project.

Li Yonghui, the chief senior manager of the AA at the time, and Wu Qi'an, the owner of Kale, were suspected of conspiring to make Li Yonghui accept bribes of 2.5 million yuan to help Kale obtain preferential treatment from a contractor for the main reclamation project of the three-run project and assist Kale to obtain three Run the project another project.

The charges relate to a sub-contract for the supply and transportation of fill material with a total value of $28 million.

Liao Weilun, the then project manager of Carle, was also suspected of conspiring with Wu Qi'an, offering bribes of more than 100,000 yuan to Li Yonghui, and a bribe of 100,000 yuan to an employee of the above-mentioned contractor to assist Carle in carrying out the main reclamation project of the three-run project. project.

Wife of former AA executive accused of aiding money laundering

Junfeng is the supplier of the Sanpao project, mainly supplying sand for sea reclamation.

Li Yonghui, the chief senior manager of the AA at the time, and Wang Qingwu and Huang Binhan, the operators of Junfeng, were suspected of conspiring to make Li Yonghui accept a bribe of 800,000 yuan in order to assist Junfeng in obtaining the purchase order for the reclamation sand supply of the three-run project, and to request relevant The contractor pays Junfeng for the order.

During the incident, Junfeng received purchase orders worth more than 140 million yuan.

Li Yonghui and his wife Chen Juedan are also suspected of laundering criminal proceeds totaling about 6 million yuan, which involves the above-mentioned bribes.

ICAC: It is not ruled out that more people will be charged

In addition, Junfeng's operator Huang Binhan and sole proprietorship director and shareholder Huang Rukeng were charged with conspiracy to steal 350,000 yuan from Junfeng.

The duo will appear in Eastern Magistrates' Court on Friday.

The ICAC received corruption complaints earlier and launched an investigation. After taking law enforcement actions in mid-August last year, Li Yonghui and Wu Qi'an were charged with bribery and bribery.

The ICAC investigation is still continuing, and further law enforcement actions and more people will be prosecuted cannot be ruled out.

The ICAC spokesman pointed out that this corruption case was related to the approval, administrative and financial matters of construction and material supply contracts. The ICAC investigation did not find any information showing that it involved problems in project quality and material specifications.

The CCAC understands that the AA has conducted a comprehensive inspection of relevant documents and records, and found no abnormalities or deficiencies.
