However, in the current situation, this only works in a special way, thanks to a relief in the district levy and above all because of the large income from the Schwaiger industrial estate expansion.

Special way makes it possible

Treasurer Georg Neudecker explained the special route.

In order to balance the total budget with a sum of almost 75 million euros in income and expenditure, the municipality transfers almost 2.9 million euros from the property budget with investments to the administrative budget with running costs, such as expenses for personnel.

Normally, the opposite direction is sought.

In addition, the municipality withdraws a good 11.1 million euros from the reserves.

So she can avoid borrowing.

As usual, Neudecker has budgeted EUR 12 million for trade tax revenue this year, EUR 3 million more than in the previous year.

However, the result for 2022, which is not yet final, will be around 15 million, as Neudecker reported.

Trade tax: "Why so little?"

That is still a long way from the pre-Corona level of around 30 million euros, which surprised Georg Stemmer (CSU).

"Why are we starting so low?" he demanded.

"The airport is running at full speed again." His party colleague and mayor Bernhard Mücke vehemently contradicted this.

He predicted: “The recovery will take at least another five years, they first have to be in the black again.

So I'll be happy if we reach twelve million."

3.4 million euros less local surcharge

A big chunk of expenditure for the municipalities is always the levy that they have to pay to the district.

As reported, the district council has raised the assessment rate from 51.70 to 53.47 points.

Nevertheless, Oberding is paying almost 3.4 million euros less this year than in the previous year, namely “only” just under 16.8 million euros.

The reason for this is that the reduction in the budget has reduced the cost allocation compared to the past.

Similar to the city of Erding, which is why the other communities now have to shell out even more.

A very big chunk on the revenue side in the asset budget is the expansion of the commercial area east of Eichenstraße in Schwaig.

"We have already made the first sale and received the money," reported Neudecker.

He is estimating a whopping 43 million euros in income from property sales this year.

Of this, however, 15 million flow into land acquisition in the Schwaiger east, which the community also has to make for the expansion.

Town Hall Construction: Contest ends

According to Neudecker, the urban planning competition for the new town hall will soon be completed.

However, the project will probably only become seriously concrete in 2025 and 2026, when a total of ten million euros have been budgeted - at this point in time, of course, only a very vague approach by the treasurer.

The town hall project is also related to the move of the containers over to the new building yard in Aufkirchen.

"We will probably start this year, for example with the renovation of the ship hall," reported Neudecker.

The first 1.7 million euros are to flow into the new construction of the building yard this year, for the three following years the treasurer estimates two million each.

Large project of the fire brigade

The new fire station in Schwaig will cost around 4.5 million euros, the first million is already in the financial plan for this year.

A new turntable ladder vehicle for the Oberdinger Wehr costs around 800,000 euros, but this is a long way off: "The current minimum delivery time is three years," says Neudecker.

For the financing of the elementary and middle school with sports facilities, the municipality still has to pay the remainder from the previous year: a total of almost 1.5 million euros.

The refurbishment of the roof on the Aufkirchen children's home is now costing almost 300,000 euros.

Multi-purpose hall returned

"Everything is still in the planning phase - the exact costs are not yet known," said Neudecker about the stand at the TuS sports facility.

At FC Schwaig, on the other hand, the sports hall is to be renovated, the lighting switched to LED, "possibly also on the football pitches," says Neudecker, who estimates almost 300,000 euros for this.

In the financial planning, he roughly entered a total of four million euros for the renovation of the multi-purpose hall in Oberding for the years 2024 to 2026: "We have not yet found a date for this and have therefore postponed the renovation."

There is a yawning emptiness in the line for the construction of a section of sidewalk from Niederding towards Schwaig.

"There's a failure when it comes to buying the property," reported Neudecker, who also addressed the multi-storey car park for the train station in Schwaigerloh - a project worth millions.

But not this year, because the complex planning (we reported) still takes a lot of time.

"Around 75 million euros: That's another proud budget," said Mücke.

The municipal council will then decide on the budget in March.
