Israel is trying to stop the Palestinian movement at the UN against the settlements and has begun to appeal to members of the Security Council demanding that they oppose any vote on a resolution or even the publication of a joint statement in the media on the subject - according to a telegram sent to about 15 Israeli missions around the world and received by Walla!.

why is it important?

  • Tonight, the Palestinians and the United Arab Emirates distributed to the members of the Security Council a draft resolution that condemns the construction in the settlements and calls on Israel to stop taking unilateral measures.

The vote on the proposed resolution may take place as early as next Monday.

  • The head of the division for international organizations at the Ministry of Foreign Affairs, Noa Forman, sent a telegram yesterday to about 15 Israeli missions around the world, instructing them to start political activity to "prevent the adoption of a product" by the Security Council.

  • Furman wrote in a telegram that the Americans are pressuring the Palestinians not to push for a vote but to be satisfied with a lower-level product, but so far the Palestinians are determined to continue and advance to the vote.

  • "You should contact the highest level and ask to oppose the decision of the Security Council or any other product," Forman wrote.

  • The ambassadors of Israel in the member states of the Security Council were asked to emphasize that the adoption of a resolution or any other product of the Security Council would be an "achievement for terrorism and incitement" and would provide "an impetus for further Palestinian measures in the UN institutions."

  • According to the telegram, the Israeli ambassadors were asked to warn that if the Palestinian move succeeds and if there are more similar moves by the Palestinians in the UN institutions, this will lead to an escalation and oblige Israel to respond, "which will create a dynamic of measures and countermeasures."

  • The Israeli ambassadors were asked to emphasize that the Palestinian Authority allows terrorist attacks from its territory, does not condemn them and welcomes some of them.

"The PA pays terrorists and encourages terrorism. The incitement contributed to the increase in attacks," the cable said.

between the lines

  • Israel hopes that the US will veto any proposed resolution that the Palestinians bring to the Security Council for a vote. However, in Jerusalem they want to try and prevent the US from facing the dilemma of whether to veto a resolution that reflects the Biden administration's position against the settlements.

  • The Israeli diplomatic effort has low chances of success.

In Jerusalem, they are aware that the majority of members of the Security Council will not oppose a Palestinian demand to hold a vote on a resolution on the issue of settlements, if the latter insist.
