MK Moshe Saada of the Likud submitted a bill today (Thursday) to change the civil service. According to the bill, deputy directors in the government ministries will become positions of trust of the ministers similar to CEOs.

The proposal was submitted at Saada's discretion without prior coordination with the other parts of the coalition, but he emphasizes:


"I believe that just as I obtained support for the Mash Law and it passed the Committee of Ministers for Legislation, the same will happen with this law."

This is a dramatic change in the appointments in the civil service, since each office has a series of people at the rank of VP who actually serve as heads of senior departments, such as VP of Finance, VP of Personnel and more.

Today's appointments of deputy directors are in the form of tenders and not as positions of trust. This is about turning many positions in the civil service into positions of trust. Saada's argument is that a minister in the ministry who wants to make real changes even if he appoints a manager in a position of trust, in the end the senior officials are the ones who have to carry out the policy and many times this does not happen because the minister is temporary and they have longer terms.

Less work experience

On the other hand, the problem with the law is that there won't be people with a lot of experience in the offices and there will be a high turnover like the turnover rate of governments in Israel.

This is how the organizational memory and extensive experience of senior officials in government offices can be lost.

In the transition provisions, the law states that all the vice presidents who hold office prior to this law will, until the end of their term, become deputy vice presidents who will choose positions of trust, this is to prevent the dismissal of people who are currently in these positions.

At the end of their term, the position of deputy to the vice president will be abolished and no others will be appointed under the vice presidents who will be chosen for positions of trust according to the new law.

In the explanatory notes to the law, Saada wrote: "Naturally, running a government office involves a lot of work and a lot of workload, and many of the tasks that must be performed are actually assigned to the ranks subordinate to the director general, who are his deputies, who are charged with the day-to-day management of the office and the performance of its tasks. When the deputies are not trusted by the minister or the director, it has been found many times that the minister's policy is not implemented due to disputes. Therefore, this bill seeks to turn the position of the deputy director general in government ministries into a position of trust."
