In a harsh speech at the 26th Eilat conference on labor issues, Arnon Bar David, chairman of the new Histadrut, referred to the legal reform and attacked both sides for their unwillingness to negotiate and accused them of inflaming the public.

Bar David called on the parties to convene for negotiations based on President Herzog's proposal.
