The HKSAR government delegation attended the meeting of the United Nations Committee on Economic, Social and Cultural Rights in Geneva, Switzerland on the 15th and 16th of this month, and responded to concerns about the human rights situation in Hong Kong. At the same time, human rights should also be respected and protected. However, the International Covenant on Civil and Political Rights stipulates that some relevant rights and freedoms may be restricted when it is necessary to protect national security and public order.

A government spokesman said on the 16th that after the implementation of the "National Security Law", the Hong Kong government will continue to firmly safeguard the rights and freedoms of citizens protected by law, emphasizing that the "National Security Law" clearly stipulates that the Hong Kong government should respect and protect human rights.

Hong Kong's law enforcement agencies have always taken law enforcement actions based on evidence, strictly in accordance with the law, and based on the behavior of the relevant person or unit, regardless of their political affiliation, background or occupation.

As for the interpretation made by the Standing Committee of the National People’s Congress on the Hong Kong National Security Law, it does not confer additional powers on the Chief Executive, but only clarifies that the relevant provisions can be applied to handling disputes of overseas lawyers, reiterating that this arrangement will absolutely not undermine the independence of Hong Kong courts guaranteed by the Basic Law jurisdiction.
