Hong Wen specifically pointed out that the most important thing for the chief executive's policy team is to handle the relationship with the policy bureaus. She said that the previous central policy team would submit suggestions to the chief executive, and then the chief executive would pass them on to the policy bureaus. Putting pressure on them creates tension.
