In the past two to three years, the leadership of the party and government in 31 provinces, autonomous regions and municipalities in the mainland (62 people in total) has basically completed the transition. Taking stock and analyzing their data will help us understand the operating logic of Chinese politics.


Among the 62 people, many have the age advantage for promotion. This article tries to analyze two of them: Chen Jining and Yin Yong.

Chen Jining is a new member of the Political Bureau of the Central Committee and secretary of the Shanghai Municipal Party Committee. Born in 1964, he is 59 years old and is the youngest of the six officials who are also members of the Politburo.

And Shanghai is China's largest economic city. Since Jiang Zemin's time, he has successively served as the secretary of the Shanghai Municipal Party Committee. Except for the fallen Chen Liangyu, the rest have been promoted to the Standing Committee of the Politburo.

Chen Jining is an outstanding scholar and scientist. In 1981, at the age of 17, he was admitted to the Department of Civil and Environmental Engineering of Tsinghua University, majoring in environmental engineering. After graduating with a master's degree in 1988, he went to the UK for further studies. In 1992, he received a doctorate in science from Imperial College of Technology, and then worked as a postdoctoral fellow and assistant researcher at Imperial College of Technology.

In 1998, he returned to China to serve as the deputy director of the Environmental Engineering Department of Tsinghua University, and became a full-time member a year later. In 2006, he was promoted to the vice president of Tsinghua University.

In 2012, he officially became the president of Tsinghua University. During his term of office, he drew on international experience to promote education and teaching reform. Many people praised him for his courage, responsibility, and vigorous action.

In 2015, he officially entered the official career and was promoted to Minister of Environmental Protection.

Not long after he took up his new post, it coincided with the premiere of the environmental protection documentary "Under the Dome" shot by former CCTV reporter and host Chai Jing. He once expressed his appreciation for Chai Jing's behavior.

In 2017, he was suddenly transferred to the acting mayor of Beijing, replacing Cai Qi, who had been promoted to the secretary of the Beijing Municipal Party Committee.

For the next five years, he partnered with Cai Qi, until after the 20th National Congress, Cai Qi was promoted to a member of the Politburo Standing Committee, he was promoted to a member of the Politburo, and transferred to the Shanghai Municipal Party Committee Secretary.

Combing his resume, it can be found that he is a typical and outstanding person who learns well and becomes an official. He has been in charge of China's top universities. In three years, he jumped from the deputy ministerial level to the full ministerial level. Later, he served as the mayor of the capital and the largest economic city. The secretary of the Shanghai Municipal Party Committee shows that the highest level has a high degree of trust in him and focuses on training him.

His partner and former mayor in Beijing, as well as his predecessors in Shanghai, are now members of the Politburo Standing Committee.

It can be said that he, who has been rapidly promoted and knowledgeable, has become a rising star in China's political arena, with a promising future.

Yin Yong was born in 1969 and is 54 years old now. He is the youngest official among the 31 provinces, autonomous regions and municipalities.

Like Chen Jining, Yin Yong is a top student. He was admitted to Tsinghua University in 1987 and graduated with a Ph.D. in 1997. He studied with Zhou Xiaochuan, former governor of the central bank.

After graduating with a Ph.D., he joined the State Administration of Foreign Exchange and served as deputy director of the Reserve Management Division, deputy director of the Strategic Research Division, general manager of China Investment Corporation (Singapore), deputy director of the Reserve Management Department, and director of the Central Foreign Exchange Business Center.

In 2015, he served as assistant to the central bank governor, and in 2016 he was promoted to deputy governor of the central bank.

In 2018, he was transferred to the deputy mayor of Beijing. In 2022, he became the deputy secretary of the municipal party committee. In the same year, he was promoted to acting mayor.

Yin Yong is also a typical example of learning and being good at being an official. He has very rich experience in foreign exchange management. Now he can become the mayor of Beijing and govern the capital, which shows the trust of the highest level in him.

His promotion speed is very fast, and he can be regarded as a political star, from which we can see the emphasis on training him at the top.

His previous two mayors, Chen Jining and Cai Qi, were already in high positions.

If his performance as mayor of Beijing can be recognized, then he will have the possibility to reach a higher level in the 21st Congress in five years and the 22nd Congress in ten years.
