The bill requires the President to certify whether the three Hong Kong Economic and Trade Offices located in Washington, New York and San Francisco are worthy of extending the current privileges and immunities within 30 days of the enactment of the bill. If the president agrees to preserve the privilege, Congress has the power to veto it.
