The Biden administration has stated that Russia committed "crimes against humanity" during the war against Ukraine.
The Vice President of the United States, Kamala Harris, warned at the Munich Security Conference that "everyone who committed these crimes, and their superiors who are complicit in these crimes - you will pay the bill."
The vice president also called, "In the name of all the victims, known and unknown alike - justice must be served."
The official determination, which came at the end of a legal analysis led by the US State Department, does not carry with it immediate consequences for the war, which has been going on for about a year.

Harris, speaking during a meeting of world leaders in Munich, estimated that Russia is a "weakened" country, but continues to increase attacks in eastern Ukraine.
