There was no legal basis for the restriction, according to the official reasoning.

Speed limit falls - former Minister of Transport praised it
Just two years ago, Bavaria's then Transport Minister Kerstin Schreyer (CSU) celebrated the speed limit on the A 995 in the Munich district as a "very big milestone" and "an improvement for noise-plagued residents".
During the day between 6 a.m. and 10 p.m. the speed between Giesing and Taufkirchen-West was limited to 120 km/h.
Now some of the signs have disappeared without a word.
The signs had already been removed in January, reports Josef Seebacher, spokesman for the federal Autobahn GmbH.
“For purely legal reasons.” The only legal basis for a speed limit would be to exceed noise protection limits or safety factors.
Neither is given on the A 995.
After 10 p.m., however, the speed limit of 80 km/h remains unchanged, as strict noise protection regulations apply at night.
