Rosario: the two measures with which the new Minister of Security seeks to stop the wave of drug violence

Claudio Brilloni told Clarín that they are installing signal jammers in prisons and there will be controls on gun shops, among other measures. He is the fourth official in the position.


The number of homicides and excessive violence in Rosario worsens as the days go by, which is why all the spotlights are on the new Santa Fe Security Minister, Claudio Brilloni.

The official took office in the first days of February, replacing Rubén Rimoldi.

He is the fourth Minister of Security in the administration of Governor Omar Perotti.

The main question that surrounds him is

what he will do to stop the control of the drug traffickers, from jail, over the city.

"The security plan constitutes a set of action measures, both preventive and repressive, of the crime related to drug dealing, drug trafficking and money laundering," he maintains in dialogue with Clarín a few days after a new Provincial Security Emergency Law is being

discussed

. . 

And he clarifies: "These actions have fundamental pillars in judicial investigation, criminal intelligence, preventive deployment based on criminal analysis and joint and coordinated work with all spaces of national, provincial and municipal government."

The former Secretary of Security points out that one of the keys to solving the violence in Rosario is that there are

more vehicles on the streets, especially federal forces

.

"People demand a greater presence of these forces. And although the work with these forces is excellent, 

the development of operations

lacks dynamism due to having few patrols," he affirmed.

Brilloni asked for more mobiles for the federal forces.

The Federal Police has 150 troops, he explains, divided into three shifts of 50. For this reason, he considers that for the demographic extension of Rosario "seeing 50 policemen patrolling is not an easy task." 

But not only more vehicles are needed - motorcycles, cars and trucks - from the Federal Police, but also from the Gendarmerie, Naval and Airport Prefectures. 

Rosario's periphery is the main place where most crimes are committed, which is why its management plans to bring greater control to the Larrea, Empalme Granero, Industrial, Tío Rolo, Las Flores and Magnano neighborhoods.

"We are going to focus on the neighborhoods with the most conflict and social vulnerability, doing

prevention and intelligence

and coordinating the different forces to patrol. At the same time, what is substantial is acquiring technology to enhance investigations," he says. 


The city suffers a wave of violence and record homicides.

For him, violence is increased by the availability of

illegal weapons

: "That is the central point of the homicides. Although there is a degree of violence installed throughout the country and in Rosario, this is exacerbated by the accessibility

of weapons in the street

."

In order to reduce the number of weapons in the hands of criminals, Brilloni has already coordinated a plan with Anmac (National Agency for Controlled Materials) for the voluntary delivery of weapons.

In addition, he foresees control of gun shops and professionals who guarantee that one has a registered weapon. 

The almost daily homicides and shootings at all hours of the day have a direct connection to prison.

From the different detention centers, the drug traffickers coordinate the attacks.

Faced with this situation, the former General Director of Gendarmerie Operations maintains that within the purposes of his management is "training to motivate and encourage the work of the provincial and national prison services."

At the same time, they are already

installing control equipment for prisons

.

"We start with Las Flores and continue with Coronda," he points out.

As for the provincial prisons, they have "the acquisition of greater logistics."

In addition, he plans to improve working conditions, because he considers that "they leave a little to be desired."

"In the coming months we are going to add inhibitors to break the connection between the prison services and the territory. Scanners and technological control will make it difficult for cell phones to enter. And in the event that between any of them, communication will be limited with the inhibitors," he explains.

And he acknowledges that "this situation is based on legal cases with arrests, searches and raids."
