Concerned about the rights of school children's development, today (21st) held a questionnaire survey conference on the effectiveness of the "Create Bright Teen" and "Children's Development Fund" programs.

The results showed that more than 70% of the interviewed grassroots families did not participate in the above two programs, mainly because they did not know about these programs.

The co-op believes that children at the grassroots level cannot meet their learning and development needs due to lack of resources. They suggest that the government establish a "Children's Development Account" to help school children develop in the long run.

Survey: Did not participate in the "Create Bright Teen" and "Children's Development Fund" projects because I don't know

The Coalition Concerned about the Development and Rights of School Children conducted an online questionnaire to 333 grassroots families from January to February this year to understand their opinions on the plan.

It was found that 75% of the interviewed grassroots families did not participate in the above two schemes, mainly because they did not know about these schemes.

30% of school children have not had contact with tutors in the past 3 months

According to the survey, the students participating in the program have very little contact with their tutors. 30% of the children participating in the program have not had contact with their tutors in the past 3 months, and 10% of the children have only met their tutors once in three months.

At the same time, 1/4 of the children were alienated or very alienated from the mentors of the program, and 35% of the children had a normal relationship with their mentors and had no private communication.

The results reflect that the relationship between teachers and friends has not been established, and it is difficult for tutors to play the role of influencing children's lives and attitudes towards life.

Grass-roots parent mentors and daughters' interests are not "corresponding"

Mrs. Huang, a grassroots parent, said that in order to help her daughter who is in Secondary 2 develop her interest in music, she was introduced by a friend to participate in the "Create Bright Teen" project in September last year.

She pointed out that the mentors who participated in the Mentorship Program were mainly engaged in marketing planning and did not match her daughter's interests: changing would not be of any practical help to her (daughter).

"

Mrs. Huang also added that although the plan included relevant courses for her daughter's music interests, "because the number of places for the courses is too small, the students were disappointed by the fact that they failed to get in the lottery twice."

Savings schemes intensify financial burden on poor households

Another parent, Mrs. Liao, said that the savings requirements of the "Children's Development Fund" plan increased the financial burden on the family: "I have to save $200 every month, and I can't get it out immediately." She also pointed out that because of the plan, Require children to use up the subsidy within one year: "If the children are not free to use the money, it will not help much in the long run."

The planned curriculum is mainly English for middle and middle school students: the cost of tutoring is high

Arlene, who is a Form 1 student, said that the courses in the "Create Bright Teen" program are mainly taught in English, and she is studying in a Chinese secondary school, so she encountered many difficulties in class.

She also mentioned that she hopes to take English tutoring to improve her English ability: "But tutoring costs a lot, and the money I have can't be used immediately."

Jointly with Ho Yuying: Plans are difficult to help children develop in the long run

He Ruying, a co-member of Concern for the Development Rights of School Children, pointed out that the project funds are limited, and at the same time, it also limits the period for children to use the funds. For example, the "Children's Development Fund" requires children to use up the funds within one year. "You need to spend the first HK$5,000 within a certain period of time, and it cannot be used as long-term savings.

Ho Yuying continued to point out that if children really want to develop a skill, it is not something that can be accomplished within a year, but requires years of long-term accumulation.

"Although the financial support of the plan can help children achieve short-term goals, it is difficult to help children develop in the long run."

Urging the government to set up "Child Development Accounts" for children in Hong Kong

Concerned about the development rights of school children, co-member Zhou Meizhi suggested that the government should set up a "child development account" for every Hong Kong child. The account should be contributed by parents, the government, and the business community. Grassroots families can enjoy higher deposit interest or savings matching measures, etc. Funds can be used for savings or investment according to the wishes of the family.
