Stefano Pilotto: “The flow of foreign minors at the Franco-Italian border does not explode because of Giorgia Meloni”

INTERVIEW – For the professor at the MIB School of Management in Trieste, the increase in the flow of unaccompanied minors at the Franco-Italian border does not mean that Giorgia Meloni has changed his doctrine on immigration.

Stefano Pilotto is a doctor in the history of international relations, a specialist in European and Balkan issues, and a professor at the MIB School of Management in Trieste.

THE

FIGARO.

- The flow of foreign minors explodes at the Franco-Italian border.

At the end of 2020, there were 7,000 unaccompanied foreign minors in La Botte.

Two years later at the same period, they were more than 20,000.

How can these record figures be explained?

Stefano PILOTTO.

-

The flow of minors is exploding because of the awareness of non-governmental organizations involved in the transfer of human beings from Africa or Asia to Europe: the presence of minors, just like the presence of pregnant women, greatly strengthen the cause of non-governmental organizations, because these presences force European States, concerned about respecting human rights, to give in.

Minors and pregnant women thus become useful means of morally obliging the governments of the Member States of the European Union to open their doors (and their ports), in order to assist all the migrants present on such or such boat.

Access to the power of

a right-wing government in Italy has no doubt suggested to organizations involved in the transfer of human beings from Africa or Asia to Europe to increase the number of minors and pregnant women on each boat, to overcome the potential resistance that the Meloni government could oppose to this or that boat.

The attitude of the Italian government is hardly opposed to respect for human rights, on the contrary.

But it is obvious that not everything is legal within the framework of these non-governmental organizations, which work tirelessly to help the masses of aspiring refugees to enter the territories of the European Union.

It is not just the sense of solidarity or Christian charity.

There has been no real change in the management of miners after the accession to power of Giorgia Meloni.

Stefano Pilotto

There is - behind - a colossal turnover, which is the proof of a much more patent aspiration to lucrative materialism.

A transparent and equitable management of the activities of non-governmental organizations which are involved in the transfer of human beings from Africa or Asia to Europe remains the priority goal of the Meloni government and this was the subject of the last decree on migrants, which has just been approved by the Italian Chamber of Deputies.

The meaning of this decree is intelligible to everyone: yes to a sincere and honest action on the part of a non-governmental organization to save human lives on the spot by accompanying them quickly towards their salvation;

no to an action concerned with maximizing profit at the expense of

Has there been a change in the management of unaccompanied minors since Meloni came to power?

There has been no real change in the management of miners after the accession to power of Giorgia Meloni.

The Italian government has hardened its reaction to non-governmental organisations, which have hinted at their wish to carry out a perverse action with regard to solidarity and human rights, insofar as these organizations have appeared to target materialistic exploitation of minors and not genuine humanitarian action.

Does it keep its promises on migration issues?

I believe that Giorgia Meloni will keep her promises on migration issues, provided that the European Union is sensitive to Italian concerns.

Rome, for several years, has been looking for a European agreement where the principle of solidarity and equal responsibility is recognized and shared by all 27 Member States, well beyond the geographical elements.

If there is a humanitarian problem in the south of the European Union, all countries (including Sweden and Finland) must contribute to an equitable solution.

The distribution of refugees is an indispensable measure and an inescapable duty.

But, on this subject, a lot of work still needs to be done.

Paris and Rome have an interest in eliminating small neighborhood skirmishes to take off together in the common space of Europe.

Stefano Pilotto

On the French side, the figures are also on the rise.

“The Italians do not take back minors on whom we have doubts as to the alleged age”, explains Éric Ciotti to Figaro.

Can we expect a crisis between our two countries on the migration issue?

There have been moments of tension between Paris and Rome, due to the often stereotyped prejudices that are present on both sides of the Alps.

France is struggling to eliminate the idea that the current Italian government is an expression of the extreme right, racist, xenophobic and authoritarian.

It is not so.

The expression of the current Italian right is neither racist nor xenophobic nor authoritarian.

The difference between the right and the left is not about democracy or human rights – values acquired and shared by everyone – but about certain values concerning the family, religion, national identity.

Italy finds it difficult to eliminate the idea that France constantly conducts itself with a haughty approach to Italy, claiming to embody an eternal superiority.

Our two countries have the same Latin and Mediterranean roots.

Paris and Rome have an interest in eliminating small neighborhood skirmishes to take off together in the common space of Europe.

The Quirinal Treaty of November 26, 2021 has prepared this fertile ground, which must be sown constantly, so that these two countries not only share with a smile and with a deep spirit of friendship the task of welcoming refugees and minors, but so that together they can succeed in convincing all the other countries of the European Union to follow their example.

In the name of the old spirit of Europe, which was that of Jean Monnet, Robert Schuman, Alcide de Gasperi and Altiero Spinelli.
