Attorney Irit Rosenblum, founder of "New Family": "There is a real fear, especially among young people, that after the legal reform the window of opportunity for establishing a civil partnership in Israel will be damaged and will intensify

A 34% jump in applications for a "partnership certificate" in relation to the months of November-December 2022 and an increase of about 26% in the last month and a half alone (from the beginning of the year to February 15, 2023) in relation to the corresponding period last year.

This is according to the data of the "New Family" organization.

The organization authorized to issue a "marriage certificate" for Israeli couples who live together and run a joint household and do not wish to marry in a civil or religious marriage.

The organization links the jump to the legal reform and the fear of the change in the existing situation that will follow it, and therefore many couples prefer to settle their relationship as soon as possible to ensure that they will not be harmed by the new system and can enjoy their marital rights.

According to attorney Irit Rosenblum, founder of "New Family", the surge is mainly due to the couples' fear of the consequences of the legal reform that may make it difficult in the future for those who choose to formalize their relationship outside the rabbinical institution: "In recent months, there has been concern among couples who wish to formalize their relationship, That the legal reform will not allow in the future to regulate the partnership outside the rabbinate, so it is better to hurry and regulate it now.

This is mainly due to the fear of increasing religious legislation and closing the current window of opportunity."

Attorney Rosenblum explains that just in the last month we have witnessed two religious laws that violate the basic rights, especially of women. The law expanding the powers of the rabbinic courts and the actual establishment of a judicial tribunal with the authority to discuss the full range of civil and economic issues that will be made up of male lawyers, without a foothold for women lawyers. The second law (which has been frozen in the meantime as a result of public pressure) imposes restrictions on women's clothing at the Western Wall. "There is concern among the public," says Attorney Rosenblum, "that with the completion of the legal reform, religious legislation will increase, the control of the rabbinical courts over daily life will increase, and the discomfort of The civil society that disapproves of religious interference in its life."

"People are calling us at a moment's notice," says Attorney Rosenblum, "when they are afraid of the possibility of increasing religious coercion under the auspices of legal reform." Abroad mainly in countries like Portugal, Great Britain, Ireland, Canada and more."

The "New Family" organization was founded by attorney Irit Rosenblum, with the aim of working towards the value and constitutional recognition of all family units in Israel and equalizing the rights of families of all types and genders.

In general, this is to recognize the rights of public figures, similar to the rights of married couples.

The New Family organization has been responsible for twenty-seven years for regulating the status of the couple known to the public as husband and wife, within the legal and legal framework and since 2007 the organization has been issuing a "Marriage Certificate™", the only certificate recognized by the courts for Israeli couples who live together and run a joint household and do not wish to marry in a civil marriage or religious. In this context, it should be noted that in the case of a divorce, spouses who settled their relationship in a "new family" are not subject to the authority of the rabbinate even in the case of separation and divorce, while spouses who married in a civil marriage abroad are required to obtain a divorce from the rabbinate in the event of separation.

The data shows that the main increase in demand is among young couples aged 25-30 for whom this is the first time they are establishing a relationship, and among older couples aged 55 and over, most of whom were previously married.

The young people choose this way mainly due to their reluctance to marry through the rabbinate, while the older couples do not want to go through the same process they went through during the dissolution of the first marriage.
