Hours after the incident in Nablus in which 10 Palestinians were killed during the elimination of a terrorist cell, the American State Department backed Israel but at the same time implicitly criticized its actions.
"We recognize the real security needs of Israel, but are extremely concerned about the large number of wounded and victims," State Department spokesman Ned Price said at the beginning of his daily press briefing.

He added that "we wish a speedy recovery to those who were injured and our hearts go out to the families of those who were killed today."
Price added that "we are extremely concerned that the raid [by the IDF] will set back the efforts to restore peace to Israel and the Palestinians" and emphasized that "we consistently urge both sides to avoid sides that only increase and worsen tensions, especially now."
He emphasized that "Israel has the right to defend itself" but it must do so "in a way that minimizes harm to the innocent."
As you may recall, this week Israel criticized the United States after allowing the Security Council to issue a presidential statement on the opinion of all 15 members of the council in which the construction in the settlements was criticized and expressed "great concern and dissatisfaction" in the face of the settlement enterprise that "jeopardizes the two-state solution". Apparently binding was a compromise reached at the United Nations in order to prevent a vote on a binding resolution by the council against the settlements and thus spare the US the need to impose a veto. According to reports, as part of this compromise, Israel undertook to prevent progress in construction plans in the settlements and the demolition of Palestinian buildings for a period of a certain period.
