The by-election at the end of last year was to fill the vacancies left by the four MPs who resigned to join the government.

Among them, He Jingkang, who had the highest election expenses, declared the expenses including renting office and transportation. From mid-November to mid-December, he rented the office of the New Democratic Party in Wanchai, together with staff and administrative support, and needed 47,000 yuan.

The second most expensive is Shang Hailong, with a total of about 120,000 yuan.

Wong Kam-fai's expenditure ranked third, reaching 116,000 yuan. Wong's declaration was signed by Hung Wei-min, a member of the Hong Kong People's Congress and a justice of the peace himself.

Among the losers, Huang Ziqian spent the most on elections, with 112,000 yuan, and election advertising expenses accounted for 53,000 yuan.

In addition, Zheng Guojun, who did not participate in the election, had a total expenditure of 6,718 yuan. In the individual items of the declaration form, he stated that he "received a source saying that he would not be nominated" on the second day of his election, so there was no relevant expenditure.
