What to do if a business does not accept debit card payments?

2023-02-23T09:33:07.948Z

By law, they are required to admit them for purchases over $100. How and where to report when that doesn't happen.

All businesses and monotributistas -even the smallest ones, such as kiosks, fair stalls, or taxi drivers-

must accept

debit card payments.

It is required

on purchases over $100, since 2018.

Something else: when you use the

debit card

they should not charge you an extra peso in operations to purchase goods or pay for services.

The debit card is a means of payment equivalent to cash.

And if a business offers you a discount for paying in cash, it is also

breaking the law

.

In addition, card readers must accept cards from

all networks

.

For example, a business will not be able to accept only Visa Debit and reject Maestro, or vice versa.

Card readers must accept all plastics.

However, the measure is not respected by some merchants.

"The posnet doesn't work for me" or "If it's with debit, it costs you 10% because they charge me", are some of the most frequent excuses with which they avoid plastics.

Each business premises has the obligation to display the

"Form 960 - Fiscal Data"

in a visible place.

The form contains a QR code, which is a barcode that stores encoded data, such as a link to a website.

In the case of commercial premises, the QR code contains the

tax information of that business

.

What can be done if a store does not accept debit card payments?

If in a business they want to charge you a surcharge for paying with a debit card or they do not have a debit payment terminal, you can

report it from your cell phone

with internet access.

For that, you have to scan with your device the

QR code

that appears in the "Form 960 - Fiscal Data" of the premises.

It is stuck on the door or near the collection box.

Once scanned, it will automatically refer you to the corresponding information of the premises so that you can make your complaint.

Other options are to report

by phone

to the AFIP Complaints Service Center:

0800-999-3368

or in

person

at any office of the agency.

What to do if your debit card is not accepted.

With the data from the complaint, AFIP sends

inspections

to the points of sale in stages.

In the beginning, the inspectors notify those who do not have posnet or do not use it correctly and give them a quick training.

Then they make a "control" visit and, if the non-compliance continues, they draw up an

infringement report

.

Only then can sanctions be applied, which include closures of between two and six days.

What is the Fiscal Data form and what data should it have?

Form 960/D – Fiscal Data has trade data and a quick response (QR) code.

With the QR code, the consumer can access information about the trade.

These are the data that the form must have:

  • The name and data of the merchant.

  • The forms of payment that the merchant accepts.

  • The QR code.

Reading the QR, you enter an AFIP site where there is information about that business.

Complaints

can also be made on this site

.

To make the complaint you have to scan the Data Fiscal form that must be in all businesses.

How do I access the QR form of a business?

The businesses must have the form displayed in a visible place and close to the place where the payment is made.

If the business has a window, it should also have the form attached to the glass, so that the public can see and use it.

It has to be positioned so that you can get closer than one meter to

read the QR code with your mobile device.

If the business has a website, it must have the logo "Form No. 960-Fiscal Data" on its main page.

That logo must have a link that leads to the page with information about the trade.

What businesses must accept payment by debit card?

  • Shops that sell furniture.

  • Businesses that provide mass consumption services.

  • The shops that do works.

  • The shops that rent furniture

In some cases, are businesses not required to accept debit card payments?

Yes. The obligation to accept payment by debit card

does not apply when

:

  • The amount of the purchase is

    less than 100 pesos

    .

  • The business is in a town that has

    less than 1,000 inhabitants

    .

    payment system
