At the end of September, the city of Nantes stood out due to a multiplication of tragic events.

Rape, assaults... nearly a thousand residents marched in early October to say a stop to insecurity.

Since then, the prefecture has adopted the habit of publishing crime reports every month to “

report

” to fellow citizens on the situation.

This Thursday, the new prefect of Loire-Atlantique, Fabrice Rigoulet-Roze, revealed the results against delinquency for the whole of 2022 in Loire-Atlantique.

As a preamble and to briefly summarize the situation, the former ministerial cabinet director distinguished between two periods: a

"first part of the year when the figures are worse off than 2021, even if it remains below 2019

(period before -Covid, Ed)

” and a more “

positive

” second part of the year

, linked in particular to the arrival of reinforcements, such as 70 national police officers in Nantes, a CRS company and a mobile gendarmerie squadron.

An increased presence of law enforcement welcomed by the authorities during the presentation of these figures: Nicolas Jolibois (departmental director of public security), General Roland Zamora (commander of the gendarmerie region), Renaud Gaudeul (prosecutor of the Republic of Nantes) and Sylvie Canovas-Lagarde (prosecutor of Saint-Nazaire).

More assaults, less burglaries

The indicators vary from place to place and from category to category.

As far as the city of Nantes is concerned, intentional attacks on physical integrity increased by 4% overall in one year (but decreased by 2% compared to 2019) due to an increase in "non-villainous physical violence

"

.

These gratuitous assaults fell from

2,431

in 2021 to

2,733

in 2022. On the other hand, villainous violence (leading to theft, destruction, damage) decreased slightly, going from

660

to

615

in one year, as did violence in public transport. common (

291

were listed in 2022 compared to

359

the previous year).

"

We have a general delinquency stabilized in this year 2022 compared to 2021

", assures the boss of the police in terms of delinquency on the public highway.

Contrary to the overall assessment of the department, the city of Nantes sees the number of victims of intra-family violence drop by 2.24% in one year.

But outside this perimeter, in the gendarmerie zones for example, the soldiers intervene approximately “

nine times a day in the homes, often against a background of alcohol in the perpetrators

”, recalls General Zamora.

Worse figures in Loire-Atlantique

  • Increase in intentional attacks on physical integrity

    with 13,913 incidents recorded in 2022 (+15.26% since 2019, +8.4% compared to 2021)

  • Increase in property damage

between 2021 and 2022 (+6%, even if a decrease has been observed over the last four months) with a lot of burglaries.

However, these thefts and damage are down compared to 2019 (-8.20%)

  • Increase in victims of domestic violence

: +16.8% in one year and +38.77% in four years.

    The

    "liberation of speech"

explains this trend in particular according to the prefecture.

In the field of damage to property, the situation in Nantes is improving.

These have decreased by almost 5% over one year, and almost a quarter since 2019. In total, 16,388 incidents were observed in 2022, whether violent thefts, home burglaries or thefts. of vehicles.

Road insecurity: an unexplained figure

In the field of road safety, “

the results challenge us

”, confides the prefect, emphasizing “

much more uninhibited behavior

”.

In 2022, if there were fewer accidents and fewer serious injuries, there were on the other hand more deaths on the roads of Loire-Atlantique (62 in 2022 against 56 in 2021).

It should be noted, however, that before the Covid and the traffic restrictions, there were even more, with 71 deaths on the roads in 2019.

"

Alcohol and narcotics are present in 50% of fatal accidents

", points out the commander of the gendarmerie.

A phenomenon that the authorities take seriously.

Drug law offenses increased by 27% between 2019 and 2022 nationwide.

More police and gendarmes in the public space

Faced with these data, the prefect recalled his desire for the "

presence on the ground

" of the authorities.

This presence is a visible reality

,” he insists.

For example, in the city center of Nantes, over the last four months of 2022, 453 foot patrols were sent compared to 174 last year.

In the gendarmerie zone, in the department, these foot patrols have increased by 82% in one year.

The courts are overflowing

“You insist on the effort made in terms of presence on the ground

, points out the public prosecutor of Nantes.

But there are a greater number of arrests

.

In the department, in 2022, “

the number of facts elucidated by the police, gendarmerie and judicial police forces approached 25,000

”, announces Renaud Gaudeul.

It is 8% more in one year and it is above all “

a figure which had never been reached in Loire-Atlantique

”.

Thus, if "

this commendable presence

(of forces on the ground, editor's note)

must be considered

", it does not necessarily follow in the courts.

“In Nantes, we did not have an increase in the number of hearings.

Admittedly, there is a small increase in the number of facts judged, 3.9% but this is nothing compared to the much more significant number of cases elucidated

, ”points out the magistrate.

In this same city, the number of referrals (presentation of a detainee before the prosecution) has thus increased by 35% in one year, immediate appearances by 24% and warrants of committal by 21%.

In Saint-Nazaire, in four years, the number of referrals has almost doubled, from 380 in 2019 to 638 in 2022.

These findings, which sound like a call for help in the face of a lack of judicial means, also take place in a context of prisons full to bursting.

At the Nantes remand center, the overcrowding rate was 165% at the start of the year with 110 mattresses on the floor.
